The Stimulus: Still Popular After All These Weeks

I've seen it asserted, assumed or alleged in many places that the stimulus package is hemorrhaging public support and might become something of an albatross around the Obama administration's neck. While I don't doubt that the stimulus could become unpopular down the road, the there is little evidence that it is unpopular in the here and now.

All polling of the stimulus to date, in fact, has shown at least a plurality and usually a majority of Americans in support, with margins varying depending on question wording, how the pollster constructs its sample, and so forth.

The most pessimistic result for the stimulus package comes from a poll released last week by Rasmussen Reports, which pegs the stimulus as being supported by 42 percent of likely voters with 39 percent in opposition. This represented, moreover, a modest decline for the stimulus from a week prior, when Rasmussen found 45 percent of likely voters in favor and 34 percent opposed.

Rasmussen, however, has shown considerably narrower margins for the stimulus than other polling conducted during the same period. Gallup, for example, showed the stimulus preferred by a 52-37 margin, with essentially no change in support from a similarly-worded poll conducted in early January. And a Democracy Corps poll shows the stimulus with wide support, with 69 percent in favor of the initiative against just 24 percent opposed.

In short, there is some evidence -- the trendline in the Rasmussen poll -- that the stimulus has become less popular. There is no evidence, on the other hand, that the stimulus has become unpopular; on the contrary, the preponderance of polling evidence suggests it remains a course of action that most of the public likes.

Why the stark difference between Rasmussen and, say, Democracy Corps? Both are applying a likely voter methodology, whereas Gallup and most of the other polls on the stimulus are surveying all adults. I understand the argument that likely voters are the ones who matter from the standpoint of electoral politics -- but determining who is and who isn't a likely voter when there is no election at hand is a little abstract for my tastes. (Are these people who are likely to vote 2010? In 2012? People who were likely to have voted in 2008? Or what?) This is one situation where I'd trend to prefer the major news orgs' polling, as they tend to place more emphasis on just this sort of issue-based polling as opposed to the horse race stuff.

At the same time, with the Republican position having been in heavy rotation on the airwaves, it would not be surprising if the package is losing some support. However more liberal the country might or might not have become, a figure like $800 billion is never going to be an easy sell, and the sheer number of budget items included within the stimulus provides plenty of talking points for the opposition. As Scott Rasmussen argues, moreover, it is Barack Obama -- not the Congressional Democrats -- who is going to need to be the key salesperson on the stimulus. But Obama has been cautious -- perhaps overcautious -- about using his political capital on the recovery package.

Honestly? This is going downhill because this stimulus bill SUCKS. Plain and simple. It's not an emergency plan to bail out the economy... it's a typical congressional hash of idiot pet projects, long-term commitments, and tax cuts, bloated to an absurd degree.

I think we need to spend MORE money, but it needs to be funneled through something like FDR's Works Progress Administration, or Civilian Conservation Corps.

We need a strong, accountable executive agency reviewing plans for cost-effectiveness and overall benefit to the nation. We need transparency.

Most importantly, OBAMA needs to do this. The DEMOCRATS need to do this. If we pass the current bill, it's not going to get the economy going (too small, too inefficient), and it's so loaded with foolishness that it's going to wind up giving Dems, Obama, and Government a bad name just as much as the New Deal gave us libs a good name!

Rasmussen is a joke, they slant everything to the conservative view and are probably being paid by fox or some other conservative organization.
His presidential polling is accurate but all other polls will be slanted GOP.
Everyone knows the economy is in the tank and needs to be fixed, if republicans want to obstruct good luck if the package suceeds. It is a no win situation for republicans.
Obama is going on all the networks even fox, he is another great communicator and needs to get people forcing their senators to work with the democrats.
The senate will come up with some sort of compromise where everyone can claim victory. Obama needs to
make it clear to the republicans they lost the election and don`t get to call the shots anymore, America elected Obama to lead the country.

The GOP has had a disproportionate share of appearances on news programs, and taken their potshots at the House bill. Time for a counter-offensive.

I think that folks are simply desperate for something to be done--anything. An infusion of cash seems like an understandable way to jump start things. A remaking of our infrastructure and businesses? That might be at the fringes of what is imagined--but anything is better than nothing.

Are pollsters assuming that the first-time Obama voters will stay home when there is "only" Congressional races to be excited about, or that the administration will be able to activate their grassroots with the same efficiency that they did in the presidential election?

What I meant is that we live in the 21st Century. Obama can use today's information technology to disseminate information about the stimulus plan and to find out how we are all responding to it.

The business about Republicans being in 'heavy rotation' is a bit worrisome. Democrats still need to learn a few things about politicking.

I think this is something that Dems really need to get out in front of. Everyone talks about how the Democrat's continued of Congress and the White House is contingent upon their success in handling the economic crisis. The problem is that there is no objective criteria on what success is. So what it really amounts to is which party will be more successful in spinning their desired view of the state of the economy. The Republicans just have to plant the meme of Democratic failure and the MSM picks up on it and it becomes reality in the minds of a certain portion of the electorate. So effectively, the Dems are going to be judged on how successful they are in spinning their version of events, rather than any actual improvement that might happen. Now obviously it is incumbent on Democrats to do their best to fix the problems we face and thereby make it a harder to sell for the GOP to try to put a negative spin on things. But I think anyone who thinks that alone will be enough is being naive. The Republicans are going to do everything they can to make the Dems look incompetent and ineffectual even if it is a gross distortion of reality.

It's really not that complex: the American people want the government to do something to fix the economy and Obama's trying to do that. Thus, the majority will support him.

1. Obama & Republicans don't agree about what to do. Well, we just had an election to decide that, and people want to President to lead. Only the highly partisan Republicans who are openly committed to Obama failing like the Dittoheads are really opposed to this.

2. The stimulus will NOT do the job alone, especially after it's been watered down with useless tax-cuts to appease Republicans that will do NOTHING to provide jobs.

3. When it appears that the Stimulus hasn't fixed the economy Obama must explain to the American people exactly WHY and what he wants to do about it, and why he thinks further stimulus will succeed where the first package didn't.

The people want clear leadership on this and are inclined to trust Obama and let him have his way and see what happens.

Republicans haven't made a case that their traditional remedy for everything-- more tax cuts for business and the rich will solve anything and they can't.

After 8 years of their crap, nobody outside of the right-wing bastions of the South and great plains will support them.

This is pathetic analysis to justify an obnoxious bill and an intransigent position. The data is deteriorating daily as the details have been exposed, and the polling Nate cites is stale ex-Rasmussen.

People do support stimulus in concept, left and right alike, but as people get more information and perspective, support for this particular bill fades markedly as

Today's Gallup is more reflective of evolved thinking. Only 38% support it without major changes. Naturally, viewpoint is tinged by political stripe, but notable only 37% of independents support it without major changes.

If the administration keeps thinking they can go down the minor change road and sneak it through, that will only further serve to highlight the travestiness of most of this legislation.

And this comes during honeymoon season, where most are inclined to give the new president the benefit of the doubt. A well-crafted, non-partisan bill would have sailed through. Such a wasted opportunity to do the right thing. The current positioning is a huge mistake, both for Obama and the country.

It's mind boggling that the Republicans think obstruction, delay, and obfuscation is a winning combo for them.

People don't have jobs and they're complaining about how the bill does good things like the HIV/AIDS, maintenance on parks & national monuments.

Anything like that are minor points, and it's not like people don't want action on these things, too, for a change.

In short, Republican hopes that the people will turn against Obama if they can somehow stonewall this bill and bad economic times continue are very unlikely to be right.

He's likely to continue to be very popular regardless. Chew on that Rush Limbaugh!

The Bill is laden with pork and has precious little in it to stimulate the economy. It is small wonder that the people are starting to turn their back on it.

The Liberal media, lead by the shills at MSNBC, kept crowing last week how the flawed House Bill did not get even a single Republican vote. Well credit that resolve to saving the economy!

Obama should be ashamed of himself for letting such a flawed bill even get to a vote and for thinking that his cajolery would carry the day.

The solid ranks of the GOP have turned the people's eye on this terrible Bill and they are waking up to the looming disaster that Zero wants to foist on them and the nation.

Obama should try to sell the stimulus package as a "Marshall Plan for America" I'm sure the republics obstructed that one too. If we can give all this money away to rebuild Europe "and it worked" why not spend to rebuild our own country. These obstructionist republics have no problem giving our money to Iraq, in fact I've never heard or read about any of them complaining about the deficit when we send our money overseas. Why do they hate America/Americans so much? Lastly I think Obama should give age waivers to right wing talk show hosts (Limbaugh/Hannity/OReilly to go fight for us in Afganistan. Not one of these chickenhawks ever even came close to serving. It's about time they "Shut up and serve America!!

How does poll data showing the stimulus becoming less popular jibe with poll data showing the approval rating of Congressional Republicans also plummeting?

One possibility is that some Democrats and moderates (like DaveNY) want stimulus, but aren't happy with the present bill. While Republican voters don't want any stimulus package but are angry at their own party for being so impotent.

A poll should be commissioned that asks people a simple question "Are the republicans obstructing President Obama? We all know what the answer the answer to that one. Another one to ask... "Is Rush Limbaugh the most powerful republican" I'd like to see polls like that on CNN, MSNBC and Faux.

The Changing Face of the GOP

(Weekly Column)

It would be wrong to say that the majority of Republicans are racist. But, it is fair to say that racists have comfortably nested in the GOP for quite some time. Since President Richard Nixon employed his infamous "Southern Strategy," bigots, xenophobes and homophobes have been sought after Republican constituencies.

Beginning in the late 1960's and extending through the present day, the GOP reframed its racism, branding itself "conservative." A word that once stood for small government came to stand for small minds that voted in large numbers. This new political deformity hid its hatred behind calls for "states rights" and "personal responsibility." (To be fair, in the early days, many Democrats were also segregationists)

Notorious Republican dirty tricks artist, the late Lee Atwater, explained the party's tactics.

"You start out in 1954 by saying, "Nigger, nigger, nigger," said Atwater. "By 1968 you can't say 'nigger' -- that hurts you. Backfires. So you say stuff like forced busing, states' rights and all that stuff. You're getting so abstract now [that] you're talking about cutting taxes, and all these things you're talking about are totally economic things and a byproduct of them is [that] blacks get hurt worse than whites."

In a stunning repudiation of its recent history, the Republican Party elected Maryland Lt. Governor Michael Steele, who is African American, as its chairman. He defeated a repugnant, nose-holding cluster of clowns, including Katon Dawson, head of the South Carolina GOP, who had recently quit his membership in an all-white country club, and Chip Saltsman, the Tennessee party leader who handed out a Christmas CD that featured the song, "Barack the Magic Negro."

Sure, it took more than five hours and six ballots for Steele to win. The outcome shows, however, that many GOP leaders understand that the party must change or face continued failure at the ballot box. Of course, Steele's ascension does raise serious questions: Will white supremacists continue to support a party that is led by a black man? If they do exit the party, will a new, reformed GOP be able to attract enough new voters to replace them?

To answer the first question, former Ku Klux Klan Grand Wizard David Duke sent out a press release headlined, "To Hell with the Republican Party," and said that, "GOP traitors appoint Obama Junior as Chairman of the Republican Party."

Steele tried to answer the second question by saying, "We're going to bring this party to every corner, every boardroom, every neighborhood, every community."

Every community? Does this mean we should expect to see official GOP booths at Gay Pride?

The Stonewall Democrats don't seem to think so. The group stressed that as Lt. Governor, "Steele made himself a public advocate for the Alliance for Marriage, a radical anti-marriage group which initiated efforts to pass a federal constitutional amendment to bar same-sex couples the freedom to marry." In 2005, Steele also "headlined a "'Defend Marriage Rally.'"

While this is not encouraging, it is clear that in its selection of Steele, the GOP was not simply looking to replace racism with homophobia by selecting the most anti-gay black candidate they could find. If that were the case, they could have chosen former Ohio Secretary of State, Kenneth Blackwell, who once compared gay people to "arsonists and kleptomaniacs."

So, it is clear that the GOP chose to embark upon a strategy to win back mainstream voters and Independents, rather than simply pander to the Bible thumping base.

The big question the mainstream media is afraid to ask is: Will Steele's election sour the Party's relationship with the Religious Right?

While most social conservatives are not racist, it would be naive to deny a connection exists. Indeed, a map of GOP strongholds is essentially a map of the old confederacy - which happens to be called "The Bible Belt."

In 2001, the Family Research Council's Tony Perkins addressed the Council of Conservative Citizens, which was formed as the successor organization to the White Citizens Council. The Nation magazine claimed that in 1996, Perkins paid David Duke $82,000 for use of his mailing list.

The most powerful man on the right is Rush Limbaugh, widely known for his racial insensitivity. And, let's not forget the former Senate Majority Leader Trent Lott, who stepped down from his leadership position after he was broadly criticized for toasting, a little too enthusiastically, the career of segregationist Strom Thurmond.

To rebuild the GOP, Steele will have to choose between the inclusive Big Tent and the intolerant Big Steeple. The religious right won't accept a party that supports even modest rights for gay people, while moderate and younger voters will never trust a party that is anti-gay. The sooner Steele realizes that to get Republicans elected, social conservatives must be ejected from the party - the quicker he will be able to save the GOP.

The president is now going against the will of the American people. That can't be good for him.

The Republicans are gaining the public perception as the ones that are trying to save the people from wasteful spending.

The conservative movement is back. The American people realize that they don't want a Socialist "nanny" state.

The new Orange Revolution is now organizing in a thousand towns and hamlets with the constitution in one hand and rifle in the other.

Here's my take on Rasmussen, after many years of observation. There presidential polls are extremely good in general - even when I disagree with them ; ), I have to admit they tend to get it right.

But everything else they do has a more conservative slant. A majority of their "opinion" pieces are conservative in nature.

And there other polls are "conservative friendly" (even neo-con friendly). Not just the results but also the topics they choose to poll. When Palin was first selected, they literally had a poll everyday promoting she was such a wonderful pick. One was highlighted by another blogger (can't remember who now), who pointed out they showed some ridiculous figure (60%+) for positive impressions when in reality the poll showed most people had no firm opinion at all at that point (a fact that was conveniently dropped. Then when you looked at the numbers, you realized they had provided some rather leading information and questions prior to asking the "do you approve of the pick" question. When Palin's bloom faded, they were the last major pollster to show ANY poll that indicated she was harming the ticket.

I've seen the same thing again and again on other topics. They poll on issues they want to "promote" and the polls themselves can be highly questionable.

So they are the last ones I'd pay attention to on gaining any real insights on the stimulus package.

Obama should air another one of those half-hour infomercials to get the facts of the stimulus plan directly to the public and to debunk the "it's all pork" bullshit. Plus he bypasses the MSM filter *and* makes good on his promises of transparency.


Re Daschle - the taxes weren't the problem. It was those ridiculous glasses that killed the deal.

Now that Tom Daschle has bowed out of contention for HHS Secretary, Obama should pick Howard Dean for the post.

What's with the apparent snubbing of Dean anyway? He is almost never mentioned anymore, certainly not by the Democratic Party. If Obama is really giving him the frosty shoulder, this is a very poor way to start off an administration. In politics you should never go out of your way to create enemies--they will show up of their won accord. It was Dean's hard work that paved the way for the Democratic successes of 2006 and 2008, and it seems he has been poorly thanked for his efforts.

IMO he would be a sterling choice for head of HHS.

$19B out of a $900B stimulus package or about 2%. Man, that's some pork laden piece of legislation. Yowza. Certainly wouldn't want that pig on the loose.

Meanwhile, the world economy is grinding to a halt and people are losing jobs at a 1000s/day pace. Good job, Repubs. Way to stand firm against... well, governing.

I consider MOST of the tax breaks the GOOPers want to be pork to the rich. Maybe we should have an exchange? Take out $38 Billion of the GOOPer tax cuts, and the $19 Billion the GOOPers think is pork, and we save $57 Billion!

Than we can add that $57 Billion back in as:
- Infrastructure (however the GOOPers are defining that these days)?
- Help to those citizens (who are coincidentally taxpayers) who are having mortgage problems THROUGH NO FAULT OF THEIR OWN?
- Payments for job-training?
- Funding for green technologies?
- Etc.?

Oh, and I wonder how the GOOPers are planning on justifying killing increased authority to the FDA to help find and stop tainted food from being distributed throughout the US before it causes hundreds or thousands of cases of illness in people and pets, and before it kills dozens of people? Will it be on the grounds of 'we don't have the money'? or will they come up with some other troglodyte 'reason'?

The first rule of delivering zingers is they have to zing. To zing, they have to be comprehensible to the reader. It's kind of like how if you have to explain the joke it wasn't really that funny when you told it, you know?

Your post implies something about Wikipedia being homophobic, and in a sarcastic way, and it,s supposed to relate to 538 and, ostensibly me, in some vague way. Are you suggesting that perhaps 538 is an online encyclopedia for heterosexual people? Maybe you meant to say that it was kind of like a Wiki page, because you can edit the comment section. Only not, because you can't really edit the main article.

I really don't understand your put down. Why not stick with something more traditional, like making some kind of reference to liberal gay men as not belonging in politics? That way I can at least get your joke and say something in reply, like ever since Harvey Milk, gay liberals have been very active in politics.

Anyway, I would ask for an explanation, but then it would be like flogging a dead horse-like a stand up comedian that runs out of material in the first few minutes and has to start asking the audience "how about them Saints?". It just wouldn't work, really.

So anyway, keep working at it, I have faith in your ability to master the art of the put-down. try starting with something simple, like making fun of somebody's haircut or their shoes. You can work your way up to a really intelligent one over time.

The biggest alleged 'pork' item by far ($6bil) was for greening federal buildings. It seems like an almost ideal combination of general job-creating stimulus, jump-starting key industries, and actual long-term energy savings. Most of the rest of the list was almost equally worthy.

This is the best criticism they can make? Other than the stupid tax cuts, maybe this stimulus is pretty good.

PeteKent - Less than 2% of the bill's price tag is pork. And most of the pork is stuff that would pass just fine on its own.

What is very interesting is that there appears to be 3 different groups of Republicans working on their version of a stimulus package...McConnell with significantly more tax cut effort, McCain with a seriously heavy investment in more infrastructure spending and the joint effort led by Dem Ben Nelson and Susan Collins. There is no way the McConnell group effort will get Dem support, little support for the McCain plan, but a good chance some of the Nelson group effort can be implemented.

The published Republican Pork list represents a fraction, slightly more than 2%, of the current bill. A substantial chunk of that appears to be more related to energy goals and might make more sense as part of a future package. The American people keep hearing that this is a Pork bill. The Obama administration and the Dems need to step up and push back harder on this.

wv- prenemin, sounds like a vitamin supplement, might be good for use in strenghthening the stimulus package.

I think the 61+ Franken voter challenges may now be in? This could raise his total to 286.
Today, Court said Coleman could present evidence on 4,000+ absentee ballots. Do these include the 400+ ballots rejected by Coleman or Franken per Supreme Court dumb ruling? What percentage may be WRONGLY rejected, even after two reviews?

I noted with interest some very amateurish skew built into the Gallup Poll. For example, question 2, "Do you think Congress should pass..." offers two positive responses, only one negative, and one non-response.

Similarly, question 3, "How do you think Obama's economic stimulus plan would affect you and your family's financial situation..." offers two positive responses, one negative, one neutral, and one non-response.

Question 4, the same.

Question 5 actually makes the assumption that Obama's plan will improve the economy, offering no negative responses.

The last question is the most interesting, being an inverse approach to all the others, with responses negative to the Obama plan preceding positive responses, vice the other way around. First, like question 5, it presupposes success for the stimulus package, but invites the respondent to express concern over the plan. In this case the negative responses (2) are equally balanced with the positive responses (2).

I believe that 538, being a data driven, fact based site should expose this shame polling for what it is. I would think Gallup would be more professional.

What Is Seen and What Is Not Seen**1

In the economic sphere an act, a habit, an institution, a law produces not only one effect, but a series of effects. Of these effects, the first alone is immediate; it appears simultaneously with its cause; it is seen. The other effects emerge only subsequently; they are not seen; we are fortunate if we foresee them.

There is only one difference between a bad economist and a good one: the bad economist confines himself to the visible effect; the good economist takes into account both the effect that can be seen and those effects that must be foreseen.

Yet this difference is tremendous; for it almost always happens that when the immediate consequence is favorable, the later consequences are disastrous, and vice versa. Whence it follows that the bad economist pursues a small present good that will be followed by a great evil to come, while the good economist pursues a great good to come, at the risk of a small present evil.

The same thing, of course, is true of health and morals. Often, the sweeter the first fruit of a habit, the more bitter are its later fruits: for example, debauchery, sloth, prodigality. When a man is impressed by the effect that is seen and has not yet learned to discern the effects that are not seen, he indulges in deplorable habits, not only through natural inclination, but deliberately.

1. The Broken Window

If you have been present at this spectacle, certainly you must also have observed that the onlookers, even if there are as many as thirty of them, seem with one accord to offer the unfortunate owner the selfsame consolation: "It's an ill wind that blows nobody some good. Such accidents keep industry going. Everybody has to make a living. What would become of the glaziers if no one ever broke a window?"

Now, this formula of condolence contains a whole theory that it is a good idea for us to expose, flagrante delicto, in this very simple case, since it is exactly the same as that which, unfortunately, underlies most of our economic institutions.

Suppose that it will cost six francs to repair the damage. If you mean that the accident gives six francs' worth of encouragement to the aforesaid industry, I agree. I do not contest it in any way; your reasoning is correct. The glazier will come, do his job, receive six francs, congratulate himself, and bless in his heart the careless child. That is what is seen.

But if, by way of deduction, you conclude, as happens only too often, that it is good to break windows, that it helps to circulate money, that it results in encouraging industry in general, I am obliged to cry out: That will never do! Your theory stops at what is seen. It does not take account of what is not seen.

It is not seen that, since our citizen has spent six francs for one thing, he will not be able to spend them for another. It is not seen that if he had not had a windowpane to replace, he would have replaced, for example, his worn-out shoes or added another book to his library. In brief, he would have put his six francs to some use or other for which he will not now have them.

Let us next consider industry in general. The window having been broken, the glass industry gets six francs' worth of encouragement; that is what is seen.

It is he who will soon teach us that it is equally absurd to see a profit in trade restriction, which is, after all, nothing more nor less than partial destruction. So, if you get to the bottom of all the arguments advanced in favor of restrictionist measures, you will find only a paraphrase of that common cliché: "What would become of the glaziers if no one ever broke any windows?"

2. The Demobilization

A nation is in the same case as a man. When a man wishes to give himself a satisfaction, he has to see whether it is worth what it costs. For a nation, security is the greatest of blessings. If, to acquire it, a hundred thousand men must be mobilized, and a hundred million francs spent, I have nothing to say. It is an enjoyment bought at the price of a sacrifice.

Let there be no misunderstanding, then, about the point I wish to make in what I have to say on this subject.

Do you not tremble at the idea of bringing this immense industrial activity to an end?"

This speech, we see, concludes in favor of maintaining a hundred thousand soldiers, not because of the nation's need for the services rendered by the army, but for economic reasons. It is these considerations alone that I propose to refute.

A hundred thousand men, costing the taxpayers a hundred million francs, live as well and provide as good a living for their suppliers as a hundred million francs will allow: that is what is seen.

But a hundred million francs, coming from the pockets of the taxpayers, ceases to provide a living for these taxpayers and their suppliers, to the extent of a hundred million francs: that is what is not seen. Calculate, figure, and tell me where there is any profit for the mass of the people.

But if you turn your eyes to the village of A, you will judge otherwise, for, unless you are blind, you will see that this village has lost a laborer and the thousand francs that would remunerate his labor, and the business which, through the spending of these thousand francs, he would spread about him.

The money involved and its circulation are the same in both cases: but in one there were three hundred days of productive labor; in the other there are three hundreds days of unproductive labor, on the supposition, of course, that a part of the army is not indispensable to public security.

You do not see that before, as well as after, the demobilization there are a hundred million francs corresponding to the hundred thousand men; that the whole difference consists in this: that before, the country gives the hundred million francs to the hundred thousand men for doing nothing; afterwards, it gives them the money for working. Finally, you do not see that when a taxpayer gives his money, whether to a soldier in exchange for nothing or to a worker in exchange for something, all the more remote consequences of the circulation of this money are the same in both cases: only, in the second case the taxpayer receives something; in the first he receives nothing. Result: a dead loss for the nation.

The sophism that I am attacking here cannot withstand the test of extended application, which is the touchstone of all theoretical principles. If, all things considered, there is a national profit in increasing the size of the army, why not call the whole male population of the country to the colors?

3. Taxes

The advantages that government officials enjoy in drawing their salaries are what is seen. The benefits that result for their suppliers are also what is seen. They are right under your nose.

But apart from this intrinsic utility, do not cite, as an argument in favor of opening the new bureau, the advantage that it constitutes for the bureaucrat, his family, and those who supply his needs; do not allege that it encourages employment.

When James Goodfellow gives a hundred sous to a government official for a really useful service, this is exactly the same as when he gives a hundred sous to a shoemaker for a pair of shoes. It's a case of give-and-take, and the score is even. But when James Goodfellow hands over a hundred sous to a government official to receive no service for it or even to be subjected to inconveniences, it is as if he were to give his money to a thief. It serves no purpose to say that the official will spend these hundred sous for the great profit of our national industry; the more the thief can do with them, the more James Goodfellow could have done with them if he had not met on his way either the extralegal or the legal parasite.

One can ask where music would be in France without the Théâtre-Italien and the Conservatory; dramatic art without the Théâtre-Français; painting and sculpture without our collections and our museums. One can go further and ask whether, without the centralization and consequently the subsidizing of the fine arts, there would have developed that exquisite taste which is the noble endowment of French labor and sends its products out over the whole world. In the presence of such results would it not be the height of imprudence to renounce this moderate assessment on all the citizens, which, in the last analysis, is what has achieved for them their pre-eminence and their glory in the eyes of Europe?

Furthermore, is it certain that subsidies favor the progress of the arts? It is a question that is far from being resolved, and we see with our own eyes that the theaters that prosper are those that live on their own profits. Finally, proceeding to higher considerations, one may observe that needs and desires give rise to one another and keep soaring into regions more and more rarefied**3 in proportion as the national wealth permits their satisfaction; that the government must not meddle in this process, since, whatever may be currently the amount of the national wealth, it cannot stimulate luxury industries by taxation without harming essential industries, thus reversing the natural advance of civilization. One may also point out that this artificial dislocation of wants, tastes, labor, and population places nations in a precarious and dangerous situation, leaving them without a solid base.

5. Public Works

But I lose patience completely, I confess, when I hear alleged in support of such a resolution this economic fallacy: "Besides, it is a way of creating jobs for the workers."

The state opens a road, builds a palace, repairs a street, digs a canal; with these projects it gives jobs to certain workers. That is what is seen. But it deprives certain other laborers of employment. That is what is not seen.

If the road had not been authorized, if funds for it had not been voted, these good people would have neither found this work nor earned these wages; that again is certain.

We would rather work for ourselves.

6. Middlemen

These services are always presumed to have a real utility, exactly measured by their comparative value.

Not only French merchants, but merchants the whole world over are busy with provisioning France for the day of need; and if self-interest compels them to fulfill their task at the least expense, competition among them no less compels them to let the consumers profit from all the economies realized. Once the wheat has arrived, the businessman has an interest in selling it as soon as possible to cover his risks, realize his profits, and begin all over again, if there is an opportunity. Guided by the comparison of prices, private enterprise distributes food all over the world, always beginning at the point of greatest scarcity, that is, where the need is felt the most. It is thus impossible to imagine an organization better calculated to serve the interests of the hungry, and the beauty of this organization, not perceived by the socialists, comes precisely from the fact that it is free, i.e., voluntary. True, the consumer must pay the businessman for his expenses of cartage, of trans-shipment, of storage, of commissions, etc.; but under what system does the one who consumes the wheat avoid paying the expenses of shipping it to him? There is, besides, the necessity of paying also for service rendered; but, so far as the share of the middleman is concerned, it is reduced to a minimum by competition; and as to its justice, it would be strange for the artisans of Paris not to work for the merchants of Marseilles, when the merchants of Marseilles work for the artisans of Paris.

If, according to the socialist plan, the state takes the place of private businessmen in these transactions, what will happen? Pray, show me where there will be any economy for the public. Will it be in the retail price? But imagine the representatives of forty thousand municipalities arriving at Odessa on a given day, the day when the wheat is needed; imagine the effect on the price. Will the economy be effected in the shipping expenses? But will fewer ships, fewer sailors, fewer trans-shipments, fewer warehouses be needed, or are we to be relieved of the necessity for paying for all these things? Will the saving be effected in the profits of the businessmen? But did your representatives and public officials go to Odessa for nothing? Are they going to make the journey out of brotherly love? Will they not have to live? Will not their time have to be paid for? And do you think that this will not exceed a thousand times the two or three per cent that the merchant earns, a rate that he is prepared to guarantee?

To my mind and knowledge, it is the contrary that is true, and I do not know to what barbaric century we should have to return to find on this point a level of understanding comparable to that of the socialists.

Do we, then, need a socialist, under the pretext of planning, to come and despotically destroy our voluntary arrangements, put an end to the division of labor, substitute isolated efforts for co-operative efforts, and reverse the progress of civilization?

7. Restraint of Trade

Mr. Protectionist*16 (it was not I who gave him that name; it was M. Charles Dupin) devoted his time and his capital to converting ore from his lands into iron. Since Nature had been more generous with the Belgians, they sold iron to the French at a better price than Mr. Protectionist did, which meant that all Frenchmen, or France, could obtain a given quantity of iron with less labor by buying it from the good people of Flanders. Therefore, prompted by their self-interest, they took full advantage of the situation, and every day a multitude of nailmakers, metalworkers, cartwrights, mechanics, blacksmiths, and plowmen could be seen either going themselves or sending middlemen to Belgium to obtain their supply of iron. Mr. Protectionist did not like this at all.

His first idea was to stop this abuse by direct intervention with his own two hands. This was certainly the least he could do, since he alone was harmed. I'll take my carbine, he said to himself. Organized in this way, the protection will be better accomplished; it will cost me nothing; I shall not be exposed to the brutality of brokers; I shall sell the iron at my price; and I shall enjoy the sweet pleasure of seeing our great people shamefully hoaxed. That will teach them to be continually proclaiming themselves the precursors and the promoters of all progress in Europe. It will be a smart move, and well worth the trouble of trying!

On the one hand, the satisfactions that have been taken away from him and the means of action that have been destroyed in his hands; on the other hand, the work of the ditchdigger, the carpenter, the blacksmith, the tailor, and the schoolmaster of his village which he would have encouraged and which is now nonexistent: this is still what is not seen.

But if the state says to him: "I shall take your hundred sous to give you one sou as a premium in case you have cultivated your field well, or to teach your son what you do not want him to learn, or to allow a cabinet minister to add a hundred-and-first dish to his dinner; I shall take them to build a cottage in Algeria, not to mention taking a hundred sous more to support a colonist there and another hundred sous to support a soldier to guard the colonist and another hundred sous to support a general to watch over the soldier, etc., etc.," it seems to me that I hear poor James cry out: "This legal system very strongly resembles the law of the jungle!" And as the state foresees the objection, what does it do? It confuses everything; it advances a detestable argument that ought not to have any influence on the question: it speaks of the effect of the hundred sous on employment; it points to the cook and to the tradesman who supplies the needs of the minister; it shows us a colonist, a soldier, a general, living on the five francs; it shows us, in short, what is seen. As long as James Goodfellow has not learned to put next to this what is not seen, he will be duped. That is why I am forced to teach him by loud and long repetition.

To reallocate jobs is to displace workers and to disturb the natural laws that govern the distribution of population over the earth. Now, if the state, taking these fifty millions from the citizens, accumulates them and spends them at a given place, it will draw to this place a proportional quantity of labor it has transferred from other places, a corresponding number of expatriated workers, a floating population, declassed, and, I daresay, dangerous when the money is used up! But this is what happens (and here I return to my subject): this feverish activity, blown, so to speak, into a narrow space, attracts everyone's eye and is what is seen; the people applaud, marvel at the beauty and ease of the procedure, and demand its repetition and extension. What is not seen is that an equal number of jobs, probably more useful, have been prevented from being created in the rest of France.

11. Thrift and Luxury

If he does not make himself useful by his own labor, he does so by means of his wealth. He puts money into circulation. His courtyard is never empty of tradesmen who always leave satisfied. If we trace it, however, we shall assure ourselves that all of it, down to the last centime, goes to give employment to the workers, just as certainly as the income of Mondor. There is only this difference: The foolish spending of Mondor is bound to decrease continually and to reach a necessary end; the wise spending of Ariste will go on increasing year by year.

Ariste spends for himself and his house twenty thousand francs a year. If this does not suffice to make him happy, he does not deserve to be called wise. He is touched by the ills that weigh on the poor; he feels morally obligated to relieve them somewhat and devotes ten thousand francs to acts of charity. Among businessmen, manufacturers, and farmers he has friends who, for the moment, find themselves financially embarrassed. He inquires about their situation in order to come to their aid prudently and efficaciously and sets aside for this work another ten thousand francs. Finally, he does not forget that he has daughters to provide dowries for, sons to assure a future for, and, consequently, he imposes on himself the duty of saving and investing ten thousand francs a year.

The ten thousand francs devoted to this end will support industry just as much; they will go to the baker, the butcher, the tailor, and the furniture dealer, except that the bread, the meat, the clothes do not serve the needs of Ariste directly, but of those whom he has substituted for himself. Now, this simple substitution of one consumer for another has no effect at all on industry in general. Whether Ariste spends a hundred sous or asks a poor person to spend it in his place is all one.

3. Help to friends. The friend to whom Ariste lends or gives ten thousand francs does not receive them in order to bury them; that would be contrary to our hypothesis. He uses them to pay for merchandise or to pay off his debts. In the first case, industry is encouraged. Will anyone dare say that there is more gained from Mondor's purchase of a thoroughbred for ten thousand francs than from a purchase by Ariste or his friends of ten thousand francs' worth of cloth? If this sum serves to pay a debt, all that results is that a third person appears, the creditor, who will handle the ten thousand francs, but who will certainly use them for something in his business, his factory, or his exploitation of natural resources. He is just one more intermediary between Ariste and the workers. The names change, the spending remains, and so does the encouragement of industry.

4. Savings. There remain the ten thousand francs saved; and it is here that, from the point of view of encouragement of the arts, industry, and the employment of workers, Mondor appears superior to Ariste, although morally Ariste shows himself a little superior to Mondor.

It is not without actual physical pain that I see such contradictions appear between the great laws of Nature. If mankind were reduced to choosing between the two sides, one of which hurts its interests and the other its conscience, we should have to despair for its future. Happily this is not so.**9 To see Ariste regain his economic as well as his moral superiority, we need only understand this consoling axiom, which is not the less true for having a paradoxical appearance: To save is to spend.

What is Ariste's object in saving ten thousand francs? Is it to hide two thousand hundred-sou pieces in a hole in his garden? No, certainly not. He intends to increase his capital and his income. Consequently, this money that he does not use to buy personal satisfactions he uses to buy pieces of land, a house, government bonds, industrial enterprises; or perhaps he invests it with a broker or a banker. Follow the money through all these hypothetical uses, and you will be convinced that, through the intermediary of sellers or borrowers, it will go to support industry just as surely as if Ariste, following the example of his brother, had exchanged it for furniture, jewels, and horses.

The spending of Mondor is directly accomplished by him and around him; it is seen. That of Ariste, being carried out partly by intermediaries and at a distance, is not seen. But in fact, for anyone who can connect effects to their causes, that which is not seen is every bit as real as that which is seen. What proves it is that in both cases the money circulates, and that no more of it remains in the coffers of the wise brother than in those of the prodigal.

12. The Right to Employment and the Right to Profit

These consequences often contradict each other; the former come from our short-run wisdom, the latter from long-run wisdom. The providential event appears after the human event. Behind men rises God. Deny as much as you wish the Supreme Wisdom, do not believe in its action, dispute over words, call what the common man calls Providence "the force of circumstances" or "reason"; but look at the end of an accomplished fact, and you will see that it has always produced the opposite of what was expected when it has not been founded from the first on morality and justice.
