With yesterday's confirmation that Hillary Clinton will leave her senate seat to become the next Secretary of State, New Yorkers now find themselves in the unusual position of having both their senate seats and their governor up for re-election in 2010. In addition, residents of New York City will have a mayoral election in 2009.
The coincidence of so many seats being up for election at once could have implications for the appointment that current governor David Paterson chooses to make for Clinton's junior senate seat. In particular, Clinton's Class 1 senate seat might be less vulnerable than it ordinarily might be to either a primary or a general election challenge because of the presence of the gubernatorial race. This is because, between the gubernatorial race and the Class 1 senate seat, the gubernatorial race is probably the more desirable position. For one thing, in a large-population state like New York, being the governor is probably a higher prestige and more powerful position than being a US Senator -- this is particularly so for Republican candidates, who would probably have to serve in the Senate as members of the minority party. For another, Clinton's seat is subject to re-election again in 2012, which means that the winner of the seat is guaranteed only a two-year term.
Thus, if Paterson wanted to appoint a relatively green candidate to the Senate with relatively low statewide name recognition -- say a minority like NY-12's Nydia Velázquez or Buffalo mayor Byron Brown -- this might be a good opportunity to do so, as the governor's race might protect them from facing some of the strongest Republican or Democratic opposition. Velázquez or Brown -- both capable politicians -- would then have built up experience, fundraising networks and the like for a potentially more vigorous challenge in 2012.
On the other hand, Paterson is not exactly a neutral party in all of this, as he himself intends to run for re-election in 2010. The Democratic candidate he has most to fear is Attorney General Andrew Cuomo, who is the plurality choice to fill Clinton's senate seat and who could very easily mount a primary challenge against Paterson should he not be appointed to the Senate. Although Paterson and Cuomo are friendly, the New York Times has suggested that Cuomo is mounting a stealth PR campaign for the senate seat, and would appear to be very much interested in it.
Early polls show Paterson leading Cuomo among Democratic primary voters in the governor's race; on the other hand, Paterson's approval ratings are tepid, and the situation in New York can be considered volatile because of the evolving implications of the financial crisis in the state.
Complicating matters further is the presence of the New York City mayoral race, which goes up for election again next year. Michael Bloomberg somewhat controversially succeeded in getting the City Council to reverse the city's term limits law, allowing him to run for a third term, a decision which is now subject to a legal challenge. Should the legal challenge prevail, should Bloomberg decide that he doesn't want to run for a third term after all, or should Bloomberg run for mayor and be defeated, he too could become a candidate for either the Senate or the governorship; polls show he and Paterson running about even for the latter position.
Our uninformed guess is that Paterson will see the writing on the wall and decide to appoint Cuomo. If Cuomo is a free agent and elects to run for governor, he is a double-edged threat to Paterson. Not only might Cuomo succeed in primarying Paterson out, but even if he were to fail, the prospect of a bloody and expensive primary battle might encourage Rudy Giuliani and possibly Bloomberg to enter the governor's race, considerably complicating Paterson's task in November.
The one person who would appear to be completely safe in all of this is Chuck Schumer, whose Class 3 senate seat will also be up for re-election in 2010. Credible opponents would be insane to challenge Schumer, whose approval ratings are high and who is among the top fundraisers in the chamber, when they could instead take a whack at either the quasi-incumbent Paterson or whichever quasi-incumbent Paterson appoints to fill the Clinton seat.

Giuliani? Wouldn't win. I predict he would flame out worse than he did in the presidential campaign if he decided to run: our nation's Jingoism Moment has largely passed.
Say, it would be interesting to see posts that a) analyzed the performance of the 538 regression analysis; and b) analyzed the performance of various pollsters in the election, as well as 538's pollster ratings.

The media has really failed to understand how quickly New York became in love with David Paterson.
Chelsea just missed it. She's two years shy of the minimum age (30).
As a Brooklyn resident, I can assure you that there is no way in hell Guiliani could win the Governorship or a Senate seat in the state of NY after that pathetic right-wing pandering that he did in the primary season.
New Yorkers have zero tolerance for him at this point -- if he ran, he might win a few Italian neighborhoods in the city and a couple of towns upstate, but he couldn't carry the statewide vote anymore, if he ever could in the first place.
What with Bloomberg leaving the GOP a couple of years back, how does that sit with his future runs? Would he return, or try to run for mayor and/or gov. as an independent? NY actually has a tradition of third-party gubernatorial candidates -- none of whom have succeeded, but many of whom ended with respectable showings.

I don't think Giuliani is worth ignoring at all in the governor's race. I don't know if Patterson is going to be able to cover the deficit, but I'm just about certain that he isn't going to look pretty trying. The whole noun-verb-9/11 schtick isn't a crowd-pleaser for Rudy anywhere in the state, but memories of being a competent leader in a crisis might be if Patterson is stymied by a pro-union Legislature.

i like that obama has been bringing a lot of elected officials into the administration and creating vacancies, it leaves room for new talent to rise up, which is good for the democratic party. keeps it from becoming stagnant and entrenched.

Caroline Kennedy is the most obvious choice to fill her Uncle Bobby's Senate seat. Yes, it's the same one that he was elected to in 1964. 2006 - 1964 = 42. 42 is evenly divisible by 6 (years, as in 6-year term). And she helped Obama in her NY Times op-ed piece and her subsequent campaigning for him. With Ted about to die, we need Caroline in the Senate more than ever!
I wouldn't be surprised if Chelsea doesn't end leaving her hedge fund gig and up with some kind of job in Treasury crunching numbers or playing with bailout money (Neel Kashkari's replacement?)
Andrew Cuomo's my first choice, as is Jesse Jackson Jr. (or Lisa Madigan) in Illinois and Beau Biden in Delaware. But I would definately put Bill Clinton #1 if he wanted the seat. Saying that, having Bill replace Hillary would come off as bit too gimicky.
I wouldn't mind Chelsea replacing her mum. I'm all for being audacious.

So NY's choices are the Clinton dynasty, the Kennedy dynasty, or the Cuomo dynasty? How about somebody who made it on their own merits, like Brown or Velasquez?
And in Illinois, signs are pointing to the Jesse Jackson dynasty, and Delaware might get Beau Biden in a couple of years...
Let's not forget the possibility that Hillary Clinton might want to run for governor.
I think Bill Clinton would make an excellent choice for Senate! It’s pretty rare for a former president to stay in politics after their term is up; I can only think of J.Q. Adams, A. Johnson, and W. Taft, but I was actually surprised that Clinton didn’t seek another office. He was still relatively young, still very popular, and seemed like a lifelong politician. I guess eight years in the toughest job in politics changed that. The three guys I mentioned were all one termers. Honestly, he would make a much better Secretary of State than his wife! Not that I don’t think she’ll be an excellent one.
Oh, and I’m glad I’m not the only one that thinks there’s a slight chance Hillary will run for governor (thanks Amol!) Someone thought I was smoking something for suggesting that on an earlier post.
I'd love to see Kirsten Gillibrand, the representative from the 20th, in the Senate -- she's in a weird district in which she has to appeal to Republicans and Democrats, she's pretty good on accountability and transparency, and she's been through a nasty election campaign and acquitted herself well. I think she'd kick ass.
That said, my money's on Cuomo; if it comes down to it, I'd prefer C. Kennedy, but I feel like she's going to be used in some other fashion in the Obama administration.
I lost any respect for Bloomberg when he shoved term limit thing down the City Council's throats (well, some of THEM wanted a 3rd term too). Plus I HATE how he and Klein have run our schools.

WE NEED SOME NEW BLOOD! Councilwoman Valesquez would be good; Christine Quinn maybe better (she'd be our next mayor if not for the term limits stuff).
Patterson was elected statewide: the entire point of the Lieutenant Governor's office is to have someone to step in if the governor resigns (or dies, but the two in my lifetime have been resignations).
Cuomo having been elected attorney general is also an argument against appointing him to the senate, since we would then have an appointed attorney general to go with the appointed comptroller and the promoted-from-lieutenant governor.
I like the idea of Senator Quinn, if only to see the apoplexy in some of the small-minded right-wingers at having to work with an open lesbian senator. But if Patterson wants someone from downstate, Velasquez is more likely: Quinn is white.
While I would like to see Mayor Brown appointed, being from Buffalo I'd rather he not be taken away from us.

At best Paterson is the accidential governor. Did I mention I was involved in drugs or I had affairs while in office. In the wake of the Spitzer scandal, he tried to inoculate himself, but can't imagine that first impression went well with voters. He certainly is a great story in terms of his personal discipline, but he's a legacy of Democratic politics and grew up in a family where his father was one of the biggest powerbrokers in the state.
The budget situation will certainly blow up in his face. When they start slashing services and benefits, no one in the legislature is going to take the hit. Paterson is just the wrong guy in the wrong place at the wrong time.
He should appoint Cuomo since that's his biggest threat for being elected. Most voters in New York could not have told you who Paterson was when he was picked for the Lt. Gov. spot. Spitzer hardly relied on him after he joined the ticket.
Paterson's act doesn't play well upstate. Rudy can run for either Governor or Senate and could win on a reform candidacy and by 2010 it could look pretty attractive.
In 1992 California had 2 contested seats. One was appointed in 1990 after Pete Wilson became governor. The other (2) was an open seat. Seat 1 was held by a Republican fmr. State Senator with low name recognition and tepid support from the right-wing base. Dianne Feinstein ran for Seat 1, and Barbara Boxer ran for Seat 2.
If your appointed incumbent is not very strong, you're making that seat unnecessarily vulnerable. You already lost Clinton, don't lose the seat altogether.
AS IF...NYC would have a Repub senator representing us? Nah. I guess they might do Cuomo, but he has SO much dirty laundry that is going to show up one of these days. I watched his best friend go to prison years ago and he should have as well.
Sorry---I meant Rep Velasquez---not Councilmember. And yeah, I guess being the first Puerto Rican woman in the House is an impressive credential. I just like Quinn's brand of politics better. She's pretty fearless!
