Dubious in Delaware

Pop quiz time. Who is Ted Kaufman?

Kaufman, who is Joe Biden's former chief of staff, is almost certainly a placeholder for Joseph Biden III ("Beau"), Delware's Attorney General and a Captain in the Army National Guard who was recently deployed to Iraq but who may declare himself eligible for Delaware's Special Election in 2010. A series of better-known candidates, such as Lieutenant Governor John Carney and Secretary of State Harriet Smith Windsor, were passed over by departing governor Ruth Ann Minner.

I am not much of a fan of this decision. Kaufman may well make for a perfectly competent senator -- as a former chief of staff, he'll probably know his way around the Hill better than half the people who actually hold office there. And I don't have a problem in general with the idea of appointing a placeholder, as I've advocated that Rod Blagojevich should do in Illinois.

But I think there ought to be some minimum threshold of public stature for a senate appointee -- preferably an elected official like Windsor or for that matter Minner herself, particularly when the appointment is made by an outgoing, retiring governor who is no longer accountable to public opinion. Kaufman, who did not even have a Wikipedia page until two weeks ago, does not really meet that threshold.

EDIT: To clarify, the difference between this situation and the one in Illinois is that Emil Jones is a prominent elected official -- the president of the Illinois State Senate. I would also have a problem with, say, Valerie Jarrett being the appointee in Illinois or David Plouffe in Delaware, both of which have been rumored at various times.

I dunno... I don't see what the big deal is. Biden won re-election with 65% of the vote, despite the fact that most of the folks casting ballots for him must have been pretty sure that he was going to be VP and wouldn't be serving. So he pushes to have his chief of staff tapped to fill the seat, who I'd imagine probably holds similar views to the outgoing Senator. And then, in two years, Beau Biden, John Carney, Harriet Smith Windsor, and any other Delaware resident can throw their hat into the ring and run for the seat in an open election. (Unless you think that Kauffman is running for re-election, in which case, I'll take some of that action. Put me down for fifty.)

And honestly, who gives a shit if Kauffman's ever run for office? He's got plenty of experience, most of which was acquired while serving the man he's replacing. If nothing else, it gives the electorate a continuity of viewpoint and votes from an overwhelmingly popular Senator.

I don't see how this is "keeping the seat warm" for Beau or anyone else. Had Biden pushed for John Carney to fill the seat, wouldn't Smith Windsor have had something to say about that? He lobbied to have someone with no designs on re-election hold the seat until an election can be held. Whoever wants to be Delaware's next Senator will have to earn in in 2010 by winning that election. Seems pretty democratic to me.

Uh, Nate? That photo was from a story about Katrina. Delaware may be a chemical-laden dump in places, but cut us SOME slack, bro.

No one who lives here in Delaware and who has any political savvy has any doubt about what's going on. What is sort of surprising is that Gov. Ruth Ann "I got my GED from this box of cereal" Minner (who makes Sarah Palin look like Einstein) threw her Lt. Gov., John Carney, under the bus with this appointment.

Carney lost in a bitterly contested primary for Gov to the non-establishment candidate, Jack Markell, who everyone expected was going to win and who every Dem in the entire fracking state endorsed. Bingo, Markell wins the primary, Ruth Ann refuses to endorse him during the general, and so the conventional wisdom was that Ruthie would appoint Carney so he would be a shoo-in for the special election in 2010.

There are now two schools of thought here. One says that this was a backroom deal to ensure that Beau Biden is THE guy in 2010, thus making Joe's seat hereditary. The other is that Ruthie decided to leave the seat wide open so SHE could run for it.

We'll see which happens. If Ruth Ann runs in 2010 and Palin beats Lisa Murkowski in the Alaska GOP primary, we could have a contest to see which former governor is the dumbest. Ruth Ann can barely talk without cue cards in front of her.

i don't quite buy the argument that a wikipedia entry should be a constitutional requirement to serve in the senate. since a placeholder is only serving two years, why punctuate the career of an elected official? and why nominate someone who'll take a while to get used to the senate?

an argument i would make is that it's unseemly to prioritize a confidante of the outgoing senator. makes it seem very backroomy. as appointing jarrett in illinois would have.

1. Harriet Windsor is indeed the Secretary of State, but she is not an elected official; Delaware's secretary of state is appointed.

2. Kaufman is already a player. Astronomical political IQ. Doesn't play the cameras, but brings much credibility. Almost overqualified for interim post.

I don't have a problem with a non-elected official being a placeholder in the senate. I base this opinion soley on the movie "Mr. Smith goes to Washington". Jimmy Stewart did the right thing and brought honor and dignity to the senate.

I strongly disagree. The governor is free to appoint whoever they want. They SHOULD appoint the most capable person, regardless of whether they're related to the person or not, an elected official or not.

Why does "prominence" matter? There needs to be some rationale behind this distinction for it to make any difference. If placeholders are good, then the only thing required of the placeholder is being able to do a good job in the interim. By all accounts, as Biden's chief of staff, he should competently represent the people of Delaware with similar policy views as the recently elected Biden. Just as I prefer a placeholder in Illinois, I think this also was the right decision.

Kaufman is not unknown in DE, it is a tiny state. I think the people f DE are thankful they get to makea choice in a few years.

Kaufman is a better choice than Jones, as Jones is a simple Chicago machine hack with no knowledge of DC. Jones would fail for two years in DC, Kaufmenwill be a succesful placeholder and is thuis a better choice for DE.

Do try to stick to numbers more, these are fun as a sometimes post but numbers are your thing Nate. Aren't there any numbers in GA?

I kinda disagree with you here, Nate. First off, there's a long history of precedent of appointing a deceased incumbent's spouse to the job in the House and Senate (Representative Bono, et alia) based on the belief that being the closest to the person in question, they're in the best position to interpret that person's character and judgement (channel it, if you will.) And for an admitted placeholder, the Chief of Staff is probably the next best thing to a spouse. Having worked for a congressional office (albeit for only a year) I can assure you that the Chief of Staff is the optimal choice.

For one thing, you can rest assured they WON'T be running, which you can't with another politician. They'll follow instructions int he meantime -- and the voters of Delaware voted Biden to the office, knowing full well he may also become VP. I don't think there's anything underhanded here at all. It's the best way to see the will of the voters carried out.

Oh Biden, I do look forward to your gaffe-tastic self these next four years. I was so afraid it was going to be Chris Dodd for VP. I have nothing against Dodd, he's a nice man and very qualified, but boring, and with a name that suspiciously like like Dudd. Accurate, that, given his performance in the primaries.

I digress. While I like the Bidens, I must admit the idea of a place-holder Senator disturbs me more than a little. For one thing, dynasty politics is unpleasant business in a democracy that was formed as a rejection of European primogeniture. If you were to take a look at just the last names of those holding elected office at the federal level, most of what you would see would be the same names that have been in power for a century, maybe longer. You ahve your Bushes and Clintons and Gores and Stevensons and Kennedys, your Landrieus and your Jacksons. same names, nothing changes when you look at it that way.

And now, we can add the Bidens to that list. American monarchy.

You know, this is kinda why I voted for the big O. My whole life, it,s been either President Bush or President Clinton. I just wanted a change of names, you know? To break up the monotony.

Meanwhile, Jones would be a bad pick in IL. The most important task for D's here is to distance ourselves a much as possible from the corrupt Blago regime. Jones is the last guy to do that. A placeholder is ok, so long as they don't magnify our worst image problems.

Elected office shouldn't be a precursor/requirement for those named to a senate seat. Harris Wofford had never held any elected office on a statewide or national level when he was named to take over John Heintz's seat back in the early 90s. Yes, he had headed the Peace Corps and done other important things (which I do think are more relevant than being someone's chief of staff) but he was a good senator for Pennsylvania and the US.

Of these about 160 have had subsequent recounts with challenges allowed, so on that subset one can see what (almost all transient, according to all accounts) effects the challenges are having in distorting the results.

There are also over 2000 precincts on which no challenges were actually made, but they are obviously not the ones where the interesting action is, i.e. they are not even close to a random sample.

I took the 160 or so precincts for which we happen to have a very good idea of what the ultimate count will be (these are distributed throughout the state) and used them to check whether there was any effect of differential challenge rates distorting the current running count. There was, but it was small and not statistically significant. Extrapolation to the rest of the state could be slightly off because these precincts were slightly less urban than typical, but in light of the statistical errors I doubt that systematic error (of unknown sign) is important.

A detail: if the new recount was still unchallenged, I used it as the final result. If there were challenges I used min(old, new+challenge) as the count for each candidate.

I think that this is a perfectly acceptable appointment. I disagree that appointments need a certain level of notoriety, especially if they are there as a placeholder, as Kaufman obviously is.

Okay, I can't resist, I have to tell my two stories about Delaware pollution. The first, I went swimming in the Delaware river as a kid. After I got out, I noticed my feet were covered in crude oil. Joe Biden was on the New Castle County Council for only 2 years(there's some stature for you) before he became a Senator!

I agree with the other comments that the fame test is pretty silly, particularly if the guy is meant to be a placeholder. It sounds like he's a good choice. If he's savvy as a campaigner, rather than just as a policy-maker, he might find himself in the running for re-election, rather than just as a place-holder.

As for the Wikipedia link, asking for the most-recent 500 edits isn't a good way to show when the page was created, because it will show the wrong thing as soon as the edit count exceeds 500. Instead, this link requests the oldest page of edits in the edit history for the page, and will always show the beginning of the page's edit history.
