In a brief but candid and wide-ranging telephone interview with a selection of bloggers and new media journalists, former Vermont Governor and DNC Chairman Howard Dean spoke frequently on themes of reconciliation and pragmatism, defended his party's decision to keep Joe Lieberman within its caucus, and said that the 50-state strategy will continue -- at least in spirit.
Much of the interview focused on Lieberman, as Dean received a tough and thorough line of questioning from Jane Hamsher of FireDogLake and John Aravosis of AmericaBLOG. "The truth is, Barack Obama got a mandate to bring the country together and to stop the politics of anger," Dean said, leaving little doubt that Obama's signal that Lieberman should keep his Homeland Security chairmanship had been instrumental to the party's decision today to give the Connecticut senator a pass.
Dean suggested that the decision should be political rather than personal, indicating that while "certainly [he] had anger" over Lieberman's actions during the presidential campaign, there was little space for what he regarded as a punitive action. When pressed by Hamsher about Lieberman's qualifications to chair the Homeland Security Committee, Dean said that he hadn't examined Lieberman's credentials in detail: "I was too busy trying to figure out how to win the election. [But] I certainly hope they did look at his record."
Dean also spoke of the decision in generational terms.
"If you get a mandate for reconciliation ... is your first act going to be to kick him [Lieberman] to the curb?", Dean said. "If you're in my generation you say, 'yeah, damn right we should'".
But, Dean claimed, the younger generation's tone and strategies are different. "The younger generation's message is, let's put aside something that we can't agree on and do something about the things that we can agree on." At the same time, Dean acknowledged that he expected dissension, particularly within the netroots -- "I'm sure the sentiment online is one of outrage".
Dean repeatedly mentioned two particular issues that he expected Obama to focus on: national health care and alternative energy. When I asked Dean what Obama's time horizon might be on these issues, he responded "[Obama]'s going to have to make changes sooner rather than later," suggesting that these things would be priorities within the first two years of Obama's administration. "I don't see the economic disasters of the past few weeks as a reason not to do it."
Dean gave less attention to a prospective pullout of troops from Iraq, implying that a pullout was inevitable but that a debate over time horizons was not a good use of Obama's political capital.
Dean also responded to questions about Democratic tactics, particularly with respect to the "50-state strategy" that he engineered. "The 50-state strategy is really an empowerment philosophy more than anything else. You can't empower people in Utah or in Texas if you don't show up there. Whatever I'm going to do next is based on empowerment and the 50-state strategy is an empowerment strategy." Dean suggested that states such as Georgia and Texas might be attractive targets for Democrats at the presidential level in 2012.
At the same time, Dean said, governance in a majority requires a different timbre than party-building.
"We just turned the page on a generation of politics." Dean said. "Barack Obama is the president who will bring in hundreds and hundreds of young people into politics and keep them there. Now has to govern. One of the fun parts of my campaign is that we could throw a little bomb from time to time but you can't do that when you're governing. The hard part now -- is -- we won. Now it's a different skill set and it's going to require some restraint and some thoughtfulness".
I also asked Dean his opinion on Rod Blagojevich's decision to appoint a replacement for Barack Obama in Illinois. "I'd always rather pick someone who can win re-election," he said.
Dean also gave Al Franken better than 50-50 odds of prevailing in Minnesota's recount, and said that Democrats "already have" a recount strategy in place. "In 2006, we supported Democratic Secretaries of State. I'm not so worried about the recount because I think it will be run by a qualified, competent person who will put democracy ahead of their party."
Dean was less forthcoming about his own future, repeatedly stressing that he had no plans and wasn't certain about what he was going to do next.

I was all for kicking Lieberman to the curb, but I have to say that Dean's reasoning gives me second thoughts. If Obama thinks truly believes in a "Team of Rivals", then keeping Joe in the caucus makes sense.
I also feel my fellow leftists in Connecticut are somewhat at fault for not being able to finish Joe off in 2006.
I'm not sure if it's the right choice, but I don't think it's the wrong choice, if you get me; he'll be up for reelection in 2012, same time as Obama, and then he'll have to decide which side he's on. He knows that. He'll be spending the next four years worrying about it. I think he may be returned to the fold yet, and if not, I don't fancy his chances in 2012 (assuming Obama has a good first term, but that I still have faith in).
I know that Dean has his critics, but I think he's done a great job as head of the DNC. This interview demonstrates that while he might have inclinations towards being a firebrand, he also knows when cooler heads should prevail. He is a good spokesman for the Democrats and I hope that he is replaced by someone equally capable.

I think Jane Hamsher is the person who's more closely expressing the feelings of Obama voters about the latest capitulation by Democrats. And she's a couple of decades younger than many of the Democrats we saw smirking with satisfaction at this mornings press conference.
Remember that there was no love lost between Dean and Lieberman after the '04 primaries. I just hope Lieberman remembers how everyone was gracious to him after this when he wants to use his gavel at Homeland Security to hound President Obama.
Incidently, I think Dean's fifty state strategy has been brilliant. He took some heat from some quarters because certain segments of the party thought it was wasting money on states that are deeply red and aren't likely to change. But he understood the importance of investing in states even if they will never go Democratic in Presidential, or even Senatorial, races. The Dems control state houses in many very red states which will go a long way towards protecting their national majority after the 2010 census. And it certainly didn't hurt at the Presidential level in states like Indiana and NC.

The Dems blew this after the 2006 electionwhen they let Lieberman back into the caucus even though he ran against the Democratic nominee in his Senate race.
IMO, that was a far greater transgression than supporting McCain this year. When you run against the party's nominee, you can no longer claim any of the benefits of being a member of that party, like chairing a committee.
Of course, if they had kicked Lieberman out then, he could have caucused with the GOP, making the Senate 50-50 with Cheney the tie-breaker. Still, it would have been better optics to kick him out then, as opposed to now.
I'm glad Joe and the Caucus could work something out. We're very close to having 60 votes in the Senate, and Joe is a crucial part of that.

Think of it this way, which one would you take:

I'd rather go with #2 and take my chances with Collins or Snowe or Voinovich if I need that 60th vote.
I'm sure this has everything to do with getting the votes needed to pass comprehensive energy and healthcare reform. I am sure we can forgive Lieberman if he votes for these measures. I would be willing to bet $10 that he promised to not vocalize opposition to a pullout from Iraq, and also made promises on the other two initiatives. Personally, I am glad they didn't get overly bitchy about this. It reflects a party with self-confidence, security in its diversity of opinion, and a longview of its agenda. I think there is clearly a long term strategy to all of these actions, and the Democrats will be stronger in the long run. I am totally at peace with the way things have turned out.
Why do so many people think that Obama has anything at all to do with this Lieberman situation. Why would anybody want him to have any authority or ability to make any changes in the Senate? The constitution provides some very serious separation of powers for a reason. The Executive branch can not and should not have any say over how the Legislative branch organizes itself.

You folks who are criticizing Dean need to grow up. I'm pissed at Lieberman too. Nobody likes a Judas. But if he's not caucusing with us, he's caucusing against us. It's that simple. And personally, I care more about passing real health care reform and global warming legislation than I do about exacting revenge.
If we want to stay in the majority and actually govern then we have to earn that privilege, and that means we have to start acting like grown-ups.

Obama said to keep Lieberman in the caucus. The "yes men" Senate and spineless Reid did exactly what he wanted. If he hadn't made that statement, Lieberwhore would be gone right now.

It seems that the "netroots" are disappointed by some of Obama's appointments. Look, when did Obama ever promise to prosecute people for war crimes, shut out people like Hillary Clinton, etc? The selections of Holder and Emmanuel should be expected, both are close to Obama. Obama joked that he was looking forward to having Hillary advise him back in that Iowa debate - and he was only half kidding. Obama is not a "movement liberal" and never campaigned as one, the guy isn't interested in ideological purity and purges and such.
Personally I was hoping they could've put Lieberman on another chair where his views aren't the 10% of where he votes against us. Homeland Security is too important for someone with Republican views on homeland security.

Obama's moves of late to support rapprochement with Joe Lieberman and to pick Hillary Clinton as Secretary of State may be the two smartest moves he has made in what is appearing to be a less than inspiring transition.
The kind of change that Obama promised was not really ideological change so much as it was a change in process and manner of administration. Healing partisanship divides and getting away from the score settling tone of Washington that has been pervasive ever since Jim Wright was ousted as Speaker over his phony book deal way back when is as important as any goal, if the antion is going to get back on the right track.
Lieberman could have been easily kicked to the curb, but he is far more useful as symbol of the redemptive nature of Obama's politics.
Similarly, there are no doubt better, more artful choices as Sec State than HRC whose experience in foreign affairs was widely derided by the media as being more of a fiction and a creation of her own mind than grounded in reality. Still, it accomplishes the goal of further sealing the breach in the party that her continued insurgency through the late primaries may have caused and shows Obama's brilliance as a master politician by sidelining his perhaps most threatening potential opponent within his own party.
Obama needs to make up a lot of ground fast. His transition activities have done little to inspire confidence in the economy as witness the markets continual decline since his election. Obama needs to come out with a forthright statement regarding his near term intentions regarding taxes -- i.e. he won't raise them -- and he needs to assure the world that America will not fall victim to a wave of protectionism and that he remains a believer in free markets and free trade. There is not one among his vaunted, if superannuated, crew of economic advisers who would tell him different.
Obama seems to be a man overly concerned with making a misstep and that is a shame since the country seems ripe for bold and decisive action. He is filling his administration with Clinton retreads (not least of which the Mrs herself) out of overweening concern that he have experienced people around him. While there is a virtue in experience, you can quickly become captive of it and he may find that aside from an ill-fated bailout of the car companies, extension of unemployment benefits along with other forms of welfare, plus the end of secret ballot union elections, he won't have much to show for his first year in office.
More's the pity for there is work to be done.
Obama, the ever cautious, made a big mistake in resigning his Senate seat so quickly. He seemed unwilling to lend his mandate to the lame duck session and really get something done. There is little doubt that the Democrats would have fallen in line before his nascent power and even Republicans would have found reason to deal with him thoughtfully or face his wrath in round 2 after the inauguration when their own power will be severely diminished. It seems curious to me that he would be content to wait and let the nation founder for more than two months as it continues to slip from downturn to recession to deep recession to possibly depression.
Obama needs to step up his game, and Lieberman and Clinton though symbols of potent change, the time for symbolism came and went with the bunting of the campaign. Now is the time he must make his mark and begin to stamp the future as his own.

Dean's take on Lieberman reads like good sense to me. No, I am not a fan of Lieberman's actions, but the purpose of the executive and legislative branches of our government should be governance, not the settling political feuds and grudges. The venting frustration, irritation, anger, and exacting revenge for past slights is a futile luxury that the world simply doesn't have time for right now.
I'm giving Lieberman and the various appointees a clean slate. Let's see what they do.

The sixty vote plateau is a complete non-issue. Joe will vote his conscience for cloture or anything else regardless of which caucus he belongs to. Joining the GOP caucus wouldn't have turned him into Jesse Helms; it just would have changed him from the most faithless Democrat to the most faithless Republican.
The real test is going to come in a few months when Obama realigns the GWOT and domestic surveillance. Will Lieberman bite the hand of the man who spared his political life? My Magic 8-ball says yes.

I don;t think you can blame Lieberman for the loss. Without him FL would not have ben close. Gore could not win TN or even a single southern state. he wasa terrible bore and a worse candidate.

Do you have any idea about Lieberman's voting record outside of defense issues? On social and fiscal issues he is moderately liberal (depending on the position). There are a number of Democratic senators who are more conservative than Lieberman is. Sure his campaigning for McCain was problematic, but if you think he won't pay a political price for it you are delusional. In politics you have to play the hand that you are dealt. The Democrats are in a very strong position right now, but there is very little to be gained by stripping Lieberman of his committee chair other than the satisfaction of retribution.

Lieberman actually donated a decent amount of money to Democratic candidates this time around, far more than he gave to Republicans (though he did give a a few of them). He is still registered as a Democrat.
Leiberman now owes Obama. His vote will be needed in any SCOTUS nomination and in whatever final version the health care measure takes. If he betrays Barack and the Dems he will be kicked out of the committee chairmanships in 2010. Just as the Clinton SOS cements the DLC wing of the party, Lieberman nomination will appease the most conservative Dems and moderate Repubs. I think Obama looked at the lack of accomplishment of the Congress of the last 2 years and recognized that alliances had to be made outside the "progressive" camp in order to get things done.
Us strong Obama supporters are going to have to remember that we were often wrong during the last election when it came to questioning Obama's tactics and Obama was usually right. If his decisions played out then, and 365 EV show that they did, we should not be so quick to freak out about his decisions now.
I'm reminded of the early fall when Democrats (myself included) were ringing their hands over the state of the campaign and begging for Obama to be more confrontational and aggressive. Looking back now, most of us would agree that he waged as intelligent and effective a campaign as any of us has ever seen.
Keeping Lieberman in the caucus is not emotionally satisfying for those of us who hate the guy, but it's smart as hell. So is giving State to Hillary. Keep your friends close and your enemies closer (I mangled the quote, but you know what I mean). Lieberman is beholden to him now; Hillary may soon have her political fortunes tied to Obama's success or failure as President. Those are both good things. Calm down folks; if we've learned anything in the last six months, it's that Obama knows what he's doing.

Unfortunately on the economy he has been slow on the uptake and done little to allay concerns regarding his economic stewardship. He needs to tell folks that he will not be raising taxes in the near term and that he understands that protectionism does not work and that the US must stand for free trade.

This for me is the key point. Let's say that, with Alaska, Georgia, and Minnesota, the Dems actually get 60 seats - including Lieberman, of course. I don't know about you all, but I have no confidence at all that old Joe will stick with the Dems when it comes time to shut down a Republican filibuster. Particularly concerning the only issue he has any interest in, Israel and the Middle East.
So - with him, we can't guarantee cloture and without him, we can't guarantee cloture. So remind me again how he's useful?

Yes, we Obama has definitely shown he knows exactly what he is doing. On the economy specifically, he has brought together the sharpest advisers out there. Pete Kent, this is utter drivel that has absolutely no basis in reality. The problem with you BSing all of the time is that you seem to start believing in some of this crap. Based on your admission after the election, I'm guessing that you just think it's fun to mix things up, but this is utter nonsense that has no basis in reality. Your statements that I quote above are all rubbish. The available evidence suggests that Obama's transition thus far has been exemplary and much better than other recent transitions. Pundits have generally given Obama strong reviews thus far and polling suggests that the American people are pleased with his initial moves and are optimistic about his presidency. Markets respond primarily to economic indicators, not to the statements of presidents-elect; no credible economist thinks that markets are depressed because Obama hasn't promised not to raise taxes. Numerous commentators have remarked on Obama's confidence, not that he is worried about a misstep. Obama has no less pull having given up his Senate seat than before, except that there is temporarily one less Democratic vote in the Senate. He is the President-elect and will be taking office with a nearly 7-point popular vote win and increased Democratic majorities in both houses of Congress -- he doesn't need to be a sitting senator to have influence.

Begich lead over Stevens has grown to 2,374 votes now, creeping up on a full percentage point lead and in excess of the .5% margin required for the state to foot the bill for a recount. Dunno if there are still votes left to count.

I don't get the disllusionment with Obama. He's not done anything contrary to what he's campaigned on. Where did Obama ever say he wanted to punish Lieberman? Where did he say he wanted to prosecute Bush? However, he did frequently talk about getting past partisan divides and uniting the country. Seems some were not listening.

Even if we had stripped him of his chair, he'd still probably vote with us on judges (although I grant the possibility that he might be bitter and vindictive enough to vote against us out of spite), but now that he keeps his chair, no way he opposes us on judges.

I do think there was a lot more to gain. First, I have no confidence in Lieberman as chair of Homeland Security and Government Affairs. His positions are largly aligned with Republicans and he'll be in position to frustrate legislation on these issues as well as embarass the Obama administration by holding hearings on whatever administration scandal/malfeasance occurs, real or imagined. Second, one of the key reasons for punishment is deterance. By allowing Lieberman off, you weaken the general deterrance for being disloyal to the party and its leader. I do acknowledge, however, that there might have been costs in stripping Lieberman of his chair on the other side of the ledger.

Howard Dean is trusted more than any other Dem, so what he's says carries a shitload more weight than the likes of Reid and Pelosi. I don't buy into his reasoning, that Obama has a "Mandate for Reconciliation". Obama has a mandate for CHANGE, plain and simple. Obama job is to push forward with a progressive agenda and to investigate and incarcerate members of the Bush regime and clean up the mess they and the GOP have created.

Russ Feingold or Patrick Leahy SHOULD be majority leader.

The only reason for keeping Lieberman around is if he's under the thumb of Obama. Like someone mentioned above, that means voting with his former colleagues on every important issue and keeping his trap shut on Iraq. But if, on the other hand, this is about post-partisan politics and this bullshit that if we can get things done if we all work together, then it's gonna bite Obama in the ass. Okay, Pete Kent, since you put it that way I see how stupid I was, paying attention to scores of professional politicians and the collective view of the American people rather than your unsubstantiated and empty claims. What a fool I was. Actually, Obama is making appointments much earlier than other presidents-elect, which is one of the few objective measures available.
Do you you know who the president currently is? Shouldn't his team, who actually is in power right now, be the ones to act? Obama and his transition team have let the current administration know what they would like to see in a number of different areas, but Obama has neither the right nor the responsibility to tackle the current problems of the nation. His job is to be prepared to tackle them starting in late January 2009 and to do his best to ensure a smooth transition. You are welcome to your own view, but making ridiculous comments undermines what little credibility you have. I guess I'll just revert to skipping your posts as I did for several months before the election. You would be much better served putting your talents to a more constructive use.

What's more important here is that Begich has increased his lead passed the point where Alaska would pay for a recount (0.5% of the total number of votes). Hopefully that means this election won't be dragged out further, but as long as Stevens has 15000 dollars to pay for it, he has the right under Alaska state law to demand a recount no matter what the results. He's already declared that he hasn't been convicted of any crime, so I'm not exactly convinced he's ready to accept that he lost this fight.
This bad decision bodes ill for the new congress.

Lieberman lost to Ned Lamont in the 2006 Democratic primary and people like Rahm Emanuel did not stand up for the Democratic voters of Connecticut. They supported Lieberman. Imagine if Ned Lamont had been given the support of his own party? We would not be stuck with Joe Lieberman today.
I hope this new administration will be a success, I hope they prove my skepticism to be unfounded, but today's Washington insider 'hackery' does not give one confidence that we will actually see any real change other than a change of names for those at the top.

What's the point in putting someone who's a *Republican when it comes to Homeland Security* in charge of the committee on Homeland Security? That's giving him power in the area that led to Lieberman's betrayal in the first place! Keep him in the caucus, sure, but having him keep that chair is like making a Republican chair of that committee. They might as well give it to a Republican.

I am a liberal but not a radical, and I am holding my breath (not to mention my nose) for the next 61 1/2 days while I watch Team Bush do things like sell off public lands to the oil and gas industry, equate birth control with abortion, and create chaos and instability around the world as well as at home.
I don't agree that Lieberman should have kept Homeland S, but that's because he hasn't done his job there, witness his record. I'd like to know which 13 Senators voted against him, just curious. But a number of other factors were in play, not least of which, you all appear to have forgotten, is that right at the moment we have 51 including Lieberman, the most slender of threads preventing Bush et al. from maximizing those 61 days. It might even be possible that those days were a factor in the decision, don't you think? And I think the rest of you should look at his actual record on non-military issues; it is as stated quite OK, and insisting it is otherwise shows you don't know what you're talking about.
If you think Bush and Obama have anything in common, you need your head examining. Bush has messed up in every conceivable way in the last 8 years, and we are paying for it. Obama, so far, is laying the groundwork for radical changes in the way we approach problems, witness the 60 minutes appearance, for example. He did *not* let Poland get away with claiming he supported missile defense, for example.
Re Supreme Court, don't be too disappointed. The likely replacements in the next few years are all liberal, so we still have a problem there. If Obama were not in place, we would lose the slender protection we have there from mayhem.
It's magic thinking to think Obama has the power to make the kind of changes you are insisting his not making are to his discredit. Wait for January 20, please, and focus your attention on issues that can be affected, like advocating against all the anti-environment stuff etc. that is going down every day until then while you are busy ranting.

I had been thinking of donating to the Martin campaign in Georgia. Forget it. A couple days ago, I got an e-mail under James Carville's signature asking for money for a Louisiana candidate, Paul Carmouche, who'll be in a runoff.

As far as I know, the only things Leib really has a bug up his ass about are Iraq and Israel. Otherwise he's a fairly progressive, even liberal, Democrat. From what I understand, it was Obama's call to let him keep his chairmanship. Which is another indication of how smart, even ruthless, Obama is.

I understand the political and practical calculus applied to LIEberman's retention in the caucus. I understand the weighing of pros and cons among those actually in the Senate who will have to live with the consequences. I understand their decision to keep LIEberman in the tent and I am comfortable that they decided it is in the best interests of the remainder of the Senate Democratic caucus.
That said, I do not hear from LIEberman anything remotely approaching an actual apology. Reciting that one "regrets saying" something isn't the same as saying you are sorry and admitting that what you did was wrong.

It seems to me that when Bill Clinton tried to push a health care bill through a Democratic House and Senate during his first 100 days he was told where he could put it. The lesson, I believe, is that Obama would be wise to accumulate every possible advantage if he wants to get things done, which in this case means keeping Lieberman close. In gaming terms, he is stacking the modifiers.
The implied threat has to be mightier than the execution here. If necessary, Lieberman can still be de-caucused and stripped of his committee positions.
I see. And now that every Democrat knows that there is no penalty for stabbing the President in the face, that there is no penalty for actively campaigning for the Republican side? When President Obama asks them to do something that may be unpopular in their district, what incentive do they have not to go across the aisle and vote with the Republicans? How much "political capital" does he supposedly have if he doesn't have enough "political capital" to punish someone who claims to be a Democrat but who actively campaigned for John McCain?
