The devil is in the details. For starters, it matters which counties are reporting, and what their past performance looks like by comparison. For example, it was possible to call Ohio early because Obama was leading in the overall count before any votes had been counted from Cuyahoga County (Cleveland) where it is clear from all previous measurements that the vote will be strongly for Obama in numbers greater than the combined total for McCain in the rest of the state. You get the idea.
