Napolitano Reportedly Picked for Homeland Security, Casting Doubt on Potential Senate Run

CNN is reporting that Arizona Governor Janet Napolitano is likely to be named Barack Obama's Secretary of Homeland Security, potentially becoming the first woman to head the six-year-old cabinet department. The report has not yet been confirmed by other sources. Politico is now confirming CNN's report.

Napolitano, popular among her constituents as well as with the netroots, was to be term-limited in 2010, but was reportedly considering a run for Arizona's Class 3 senate seat, currently occupied by John McCain. At least one poll had shown Napolitano ahead of McCain in a trial-heat matchup, although McCain remains fairly popular in Arizona and had led Napolitano in other polling of the state.

A promotion to Homeland Security would not inherently dash Napolitano's prospects of running for the Senate. Florida's Mel Martinez, George W. Bush's Secretary of Housing and Urban Development, stepped down from his position in 2003 to run for Florida's open senate seat, and last year, Secretary of Agriculture Mike Johanns did the same to run for Nebraska's; both Republicans won. Martinez and Johanns, however, had served in their positions for the better part of three years, whereas Napolitano would presumably have to vacate her position by early 2010 to run a competitive race against McCain. Martinez and Johanns, moreover, were running for open seats that they were favored to pick up, whereas Napolitano would have to run against one of the icons of the Senate, albeit one who recently suffered a notable electoral defeat.

If Napolitano does not run, it is not clear who the Democratic nominee might be. Democrats will control 5 of 8 chairs in Arizona's delegation in the 111th Congress, although some of those Democrats are likely to be too green, too liberal, or too vulnerable in their own seats to have a plausible chance at statewide office. The notable exception is AZ-8's Gabrielle Giffords, who has proven to be a good fundraiser and a savvy politician, winning her only two elections by double-digits in an R+1 district. Giffords, however, could also choose to run for governor, as she is talented enough that she may harbor longer-term ambitions for national office.

There is also a chance -- maybe even a fairly good chance -- that John McCain chooses not to run, although my gut-level read of the situation is that McCain would not want to end his career on a losing streak and therefore becomes less likely to retire if he does not have to worry about Napolitano. AZ-6's Jeff Flake is considered the favorite to run for the position if McCain retires; he has a strong brand and would be a formidable opponent. If a Flake v Giffords grudge match ever materializes, it should be a fun one to watch.

Democrats will also lose the governorship if Napolitano accepts a cabinet position. Arizona is one of four states without a lieutenant governor's position, so the honors would go to Jan Brewer, the Republican Secretary of State.

Mr. Daschle was initially considered for White House chief of staff, but Mr. Obama chose instead to name Representative Rahm Emanuel of Chicago. If confirmed, Mr. Daschle could end up being the point man on any efforts to overhaul the country’s health care delivery and insurance system, a tall order, health policy experts say, because of the current economic situation.

In what is likely a preview of part of the 2012 Republican primary, Mike Huckabee and Mitt Romney are already digging into each other. The two had a pretty strong dislike of each other during this year's primary which is partly why Huckabee refused to quit when most thought he should have, thus siphoning off votes from Romney and essentially allowing McCain to win the primary.

From Politico:

Per Michael Scherer, Huckabee picks up where he left off earlier this year, tweaking Romney as a rich guy and firing what may be the first shots of the 2012 primary.

Romney, Huckabee, writes, was "anything but conservative until he changed the light bulbs in his chandelier in time to run for president."

At another point, Huckabee portrays a Romney proposal to encourage more investment in the market as, "Let them eat stocks!"

The former Arkansas governor also takes a shot at Fred Thompson – who ensured his defeat in the pivotal South Carolina primary – as well as those evangelical leaders who didn't get behind his bid.

But none of these people may emerge again in four years as political rivals of Huckabee.

Asked to respond, Romney spokesman Eric Fehrnstrom said Huckabee was acting small.

"This type of pettiness is beneath Mike Huckabee," Fehrnstrom. "If we're going to move the party forward, we need to offer more than personal recriminations. Unfortunately, in this book, Mike Huckabee is consumed with presumed slights, and he seems more interested in settling scores than in bringing people together."

These are basically the first shots of 2012 being fired. Huckabee and Romney, along with Palin, are the likely favorites for the Republican nomination in 2012, with a few other names being possible sleepers (Jindal, Sanford, Crist, and so on).

A slightly less cynical read -- that Barack Obama and John McCain are serious about having some sort of public good will going, however tenuous it will prove to be. In that case, Obama and the Democrats don't actually want to mount a serious challenge to McCain, rather letting him ride easily into what will be his final (and out of necessity for his legacy, redeeming) term.

With 2 years for McCain to rehabilitate himself with an "aw shucks, they just made me say the most awful things" schtick he has down pat he would have likely beaten Napolitano so this is probably a good move for her. I frankly doubt McCain lasts until 2016 with his health record (or if he does that would retire at that point) so she could come into a vacancy which is a much easier road than defeating even a down-beaten incumbent.

McCain isn't going to lose in 2010. In 2012, Kyl is up in a Presidential Election year in which, provided he's running from strength, Obama will target Arizona. Strong pickup potential there.

In other news...

The total 2008 vote for President went past the 128 million mark today (approaching a 5% increase on the 2004 turnout) and Obama's lead is up to 6.85% overall and just under 7% two-party.

I backed Obama 100% and was ecstatic the day after the election.

Now I feel uneasy:

1. Filling his administration with clintonoids is not change that we need.

2. Trembling before the "might" of Lieberman does not show strength. Obama is so damn fixated on including republicans that the minority party is going to have a tremendous amount of power. Obama is likely going to be cowering in the oval office in fear of the republicans accusations of partisanship. Obama is off to a weak and rocky start. He better find his balls, and soon. The election was all about a total rejection of republican policies and this pussy is kneeling at the feet of these redneck morons.

3. Speaking of no balls, he isn't going to hold Bush & co responsible for their treasonous actions. He can't talk about restoring justice when he is going to let the worst criminals in our nation's history get away with it.

So far he is showing that the democratic party still has no spine. It is depressing that only two weeks ago I thought this country was on the path to redemption and now it is obvious that we are going to get more of the same.

Instead of the fear mongering of Bush, we are going to get somewhat cheaper health care to distract us. It is clear that by many of the posts on the past few posts that people are already distracted by it and they won't care what he does as long as he provides a slightly better health care system.

I'm sorry if this conflicts with your perception of justice, but simply closing down Guantanamo and undoing the set of unlawful institutions and policies enacted over the last eight years is going to have to do. Unless you'd like to lose the majorities in both houses of Congress you now have at the expense of creating what will be perceived as a partisan dog and pony show.

Lastly, and if you go see W, I think you might see why there is no point in going after Bush. History will judge him. Maybe, a year down the line, someone like Cheney ought to be indicted. I think this and the Lieberman thing are actually both ballsy moves. They are double-edged, but by making a deal with McCain to give him an easy run to another term, and by removing Lieberman's teeth by putting him in debt to Obama, he has stockpiled a bunch of capital he can use to push things through.

If you view Lieberman's defection and McCain's whole candidacy as one-time shifts to the right created by the precise circumstances (Lieberman liking McCain, McCain needing national Republican support), then it is interesting to bet that they will both remain centrist Senators, with significant influence amongst the moderate Republicans. Having them in his debt and on his side gives Obama enormous influence in the Senate, as long as he doesn't abuse it. It also tends to defuse some of the potential abuse and roadblocks the Republicans will throw up. Even if Martin and Franken both win, a happy McCain can do a lot of good.

This will set Napolitano up quite well for the Arizona Senate seat that really matters---the one held by right-winger John Kyl in 2012. Napolitano can serve 3 years as Homeland Security Secretary, then resign early in 2012 to oppose and defeat Kyl in his re-election bid.

This is a perfect scenario for Napolitano.

I welcome centrist Republicans, the ones who are not total ideologues. McCain is no Goldwater. Liebermann will have to mind his p's and q's both ways.

Some folks, either far left or right, just don't recognize political reality. Usually, the Left is crying for justice and doesn't see the trees for the forest, so to speak. Now is really an important transition time which, imho, ought to be focusing on looking forward, not back and looking for blame. I do hope Rep. Giffords runs for Governor... she's one of the few young(-ish) women in the House who looks viable for statewide office-- not just for AZ, but for any state.

A young, female Democrat winning by double digits in a district that is R+1, on the Mexican border, and home to the US Army's interrogation school is pretty impressive-- lots of migrophobes and security hawks, not to mention the people who think she ought to be home having her astronaut husband's babies.

Obama can either follow through on his promise of putting partisanship aside and looking forward in pursuit of solutions, or he can spend the first two years of his Presidency vindictively attacking all the flaws of the Bush Administration. Obama can spend his time solving the problems caused in part by the Bush Administration, or he can appease people on the far left and use up most of his time proving Bush sucked (a fact that about 75% of Americans already accept).

Obama choosing to not ostracize Lieberman (who votes with the Democrats 65% of the time) proves that Obama is not Bush, who blacklisted anyone (even fellow Republicans) who ever criticized him. Every time Lieberman casts the 60th vote with the Democrats to end a filibuster, you can thank Obama's leadership.
I view Obama's moves as leadership and maturity, not chickenshit. Any idiot can spend all his time seeking revenge. It takes a leader to prioritize. Many of Obama's voters voted for him for the simple reason that they thought he'd get stuff done. If he doesn't, they'll desert him in 2012.
Oh, and Obama is in charge of countering 1 deep recession and *2* wars (he's not inheriting "peace and prosperity"), so don't say he can govern effectively and devote time to attacking the Bush administration.

Last but not least: The past 32 years there have been 2 Democratic Presidents. The people who served under Carter are over 70 years old, so if Obama wants to hire people who know how to run Washington bureaucracies, he can either appoint Clinton appointees, or he can choose Bush appointees (such as Michael Heckuva-Job Brownie). I like that Obama chose Clinton appointees, because they beat the alternative...

You may care to reflect on this: what is a cabinet position?

As best as I can work it out it is an offer to work for the president with undefined powers and responsibilities for an undefined time.

Also there is no fixed number of cabinet posts.

This puts Hillary's potential apointment into perspective. She could be getting the chance to set American foreign policy for the next 8 years. Then again the position may be no more than her old job of roving goodwill ambasador that she has as first lady.

The lack of a fixed number of such posts is a point against Napolitano taking it just now. It allows for another option. She could finish her current duties in Arizona. Then Obama can find her a position by simply shuffling people around.

Regardless I like the idea of Janet doing a stint in the Whitehouse. Obama should be grooming a few hopefuls for 2016.

I think that Obama is brilliant here. By tapping Napolitano, Obama has probably neutralized the only real threat to McCain's hopes for a fifth Senate term. A soothed, magnanimous-feeling McCain would be a tremendous asset for Obama's climate change/energy agenda. Obama, as Rahm Emanuel put it, will "throw long and deep" on health care reform and climate change/energy legislation (Hallelujah!). Now get this: McCain and some guy named Joe Lieberman introduced the Senate's first ever climate bill in 2003. Climate change appeals to McCain's Teddy Roosevelt complex - McCain calls it "a national security issue." So Obama is pursuing an ego-stroking strategy with McCain like's Lieberman strategy: votes over revenge. I think that history, and even the progressive blogosphere, will come around to see the wisdom of Obama's Lieberman strategy. I wrote emails to my Senators last week asking them to vote against Lieberman's chairmanship, but now I fully agree with Obama

I actually think this helps her in the 2010 race against McCain. While I understand that McCain is a better option to have in the Senate then Kyl, she could lose her star status with time. Obama showed you need to run when your hot. But why does this help her? She has executive experience, McCain doesn't. McCain can tell voters today that he has foreign policy/national security credentials and Napolitano doesn't... until she heads Homeland Security!

I'm glad somebody hit the nail on the head, because the obvious benefits of this appointment weren't apparent at first. 5 minutes ago I was like WTF??? and thought Obama had lost his marbles. Now I think it's potentially a genius pick. But only if she runs for the senate in a few years.

This is the first surprise pick from Obama. Not only because it's Napolitano, but because she's not been tapped for Attorney General.

I didn't know Napolitano was term limited. I'd much rather Napolitano take out John Kyl than McCain. In fact, what are the chances Obama did this to put the shits up Kyl for stating his intentions to go nuclear on any of Obama's supreme court appointments? If that's the case, the netroots are gonna love it.

I suspected Napolitano was on Obama's shortlist for VP in 2012. This move seems consistent with having that option open.

And it buys some goodwill with McCain.

McCain has shown a willingness to evolve on issues and he thirsts for approval from the media.

Look for Obama to use McCain (among other Republicans) to advance his agenda.

Also, regarding all the Napolitano Senate Talk, the more I think about it, I like her serving 4 years under Obama and then taking down that creep Kyl. Her odds of success will be much higher than against McCain, and McCain may actually surprise us and be an important voice of compromise on the right with Obama's agenda.

Tom Daschle ... aaaargh!

That guy was Senate Majority Leader in early 2001. He was responsible for that shameful joint session in January 2001 when he gave orders that no Senators were to object against the Electoral College Vote and support a quorum. He deemed it "unpatriotic" to question the Florida election results. Anyone remember that scene from Fahrenheit 911 when all those African-American congressmen and -women are told to shut up and sit down by Al Gore, of all persons? That day, Democrats betrayed their AA voters and, in a broader sense, democracy in the U.S. Talk about spinelessness. What a dark and shameful day with so many others to follow.

Let me tell you this: I wasn't even sad when Daschle was ousted in 2004, you reap what you sow, and I don't want to see that guy in public office EVER again.

I think it's a good choice, and I will be naive about it and believe it is partly a conciliatory gesture towards McCain, however unlikey that is. But at the same time, I was hoping that they'd just do away with the Homeland Security Department, as it seems that it really accomplishes nothing except scare us, and if the Obama administration just focused more effort on getting all the security departments to communicate with each other better, it wouldn't even be necessary.

If Obama wants democrats with experience he needs to use Clinton Adm veterans. Anyone from the Carter Adm is anywhere from 75 to dead, plus it wasn`t an adm. that Obama wants to emulate.
I am not to thrilled with Hillary at state but we will see what happens, I also think he needs to put a few hispanics into his cabinet, so far I haven`t seen any.
Also for the supreme court he needs a hispanic woman as the first nominee, or if not that a black woman, no white men the first go round becausE i`m pretty sure Ginsburg will retire in the near future leaving no woman on the court.

I'm floored by all the people that are already complaining about Obama's choices for his Cabinet. I am far from a Democrat, but I recognize that Obama's election campaign was the most well-run I've ever seen. Don't you think that speaks to his judgement for being able to hire and lead the most qualified people possible?

I have similar confusion over all the people that come up with political reasoning behind all his choices. If he picks Napolitano for Homeland Security, I'm guessing it's because he thinks she will excel at the position. Appointing people for anything other than ability will weaken the power of his team. His not doing that for the election campaign had a lot to do with why he won the primary over Clinton, IMHO.

PRINCETON, NJ -- The Republican Party's image has gone from bad to worse over the past month, as only 34% of Americans in a Nov. 13-16 Gallup Poll say they have a favorable view of the party, down from 40% in mid-October. The 61% now holding an unfavorable view of the GOP is the highest Gallup has recorded for that party since the measure was established in 1992.

Meanwhile, Americans view Democrats about as positively now as they did on Election Day, with Democrats getting a 55 percent favorable rating. That would seem to indicate that Democrats have a good amount of political capital to expend when the new Obama Administration and Congress take charge in January.

Back to the Republicans. One of the Gallup's most interesting findings was this: it was 78 percent of Republicans want the party to become more conservative while only 12 percent want it to become less conservative.

What makes this finding so fascinating is that if Republican leaders do what that 78 percent of Republicans want, that could arguably make it more difficult for the Republican Party to regain its majority status in Congress or win the White House with its party identification is so low and the country actually being more centrist than far right or far left.

If Obama and congressional Democrats stay in the political center and the Republican Party is yanked hard to the right by its base, it could be a very long time indeed in the political wilderness for Republicans in the nation's capital.

BTW, just so you know where I stand on this, I would like the US to act on climate change, I wish you hadn't taken us Brits into Iraq, I wish that you didn't have Guantanamo Bay, and I wish you could criticise Israel occasionally. But that doesn't mean I hate the US or want its downfall. or condone any physical attacks on the US or its citizens.
I suppose what I feel is that that US is a wonderful and powerful country. I like you as people and as a country, but I'd like you even more if you didn't go about reminding people all the time just how wonderful and powerful you are.

Sometimes I think we miss the forest for the trees. So many are suggesting different political motives in the Napalitano pick. To me, the most obvious and most likely explanation is that Obama wants the best people possible for his cabinet and Napalitano, an early Obama supporter and extremely popular Governor, fits the bill. Political considerations like who runs in the AZ senate race in 2010 or 2012 are secondary.

I submit that others knocking the cabinet picks to-date should keep in mind that President-elect Obama committed to gathering the best and brightest with a keen focus on diversity; ethnically, gender-wise, party affiliation-wise and geographically.

The AZ Gov fits this commitment. Additionally, I will give the President-elect my full support with whomever he picks for his cabinet. Change is not accomplished simply through bringing in unknown individuals or individuals unexperienced in Washington ways, rather change is accomplished through leadership, vision, direction and creating an environment different (and superior) to the business as usual ways of Washington. Given different leadership, experienced individuals can perform differently.

President Obama will indeed establsh a governing style commensurate with the need to address our problems in a post-partisan manner. We will assist him in his efforts.

I think this pick is the direct fallout of the Obama-McCain meeting on Monday. McCain has stated he's interested in running in 2010. Since the Dems aren't going to get 60 in the Senate, some GOP help will be needed. McCain (and therefore, Graham), will go along with Obama for the most part if Obama puts Napolitano in a Cabinet post, thereby eliminating JSM's most potent challenger in 2010.

Just a theory. Napolitano is very qualified for any role in the admin, this is not intended to be a knock on her.

Well, not quite. She's in my district, and I voted for her. Her district also includes most of Tucson, home to the University of Arizona, and has always been traditionally Democratic. Tucson (about a million people) voted for Obama over native-stater McCain. It's a strange district, though: for many years its representative was Jim Kolbe, the only openly gay Republican in Congress. A nice guy personally, but extremely right wing -- I liked him personally but never voted for him. Also, this year, the Dem. was running against a semi-rightwing nut who was *not* supported by the RNC -- I could probably have sat on my front porch a la William McKinley and beat him.

Napolitano is certainly very qualified.

It will do the following in Arizona:

1. Elevate secretary of state Jan Brewer, a conservative and partisan Republican to the Governor's office

2. Thereby force the GOP legislature to have to legislate. To a degree they've gone off the deep end on some bills (especially state budgets) knowing that Napolitano would veto them. They can't grandstand anymore, because Brewer will probably sign their budgets. Republicans in the legislature appears to have anticipated this call last week, replacing political clown Jim Weiers with a more pragmatic younger Republican as speaker of the state house.

3. Brewer, as an incumbent will likely get a pass or of challenged, win in the Republican primary. This will frustrate the political ambitions of some other Republicans who were considering running for the Governor's office (Maricopa County Attorney Andrew Thomas OR Sheriff Joe Arpaio in particular, though the two are political allies so it's unlikely that both would run.) Democratic Attorney General Terry Goddard will probably still run for Governor and he might be able to take Brewer (he barely lost a race for Governor in a 1994 runoff, and he won his last race for A.G. by nearly as healthy a margin as Napolitano did) but clearly he will have a more difficult time with her being an incumbent. On the other hand if the economy gets bad he might have an advantage in running against Republican control (since they also run the legislature.)

McCain staying in the Senate (he started forming a re-election committee last week) probably means that some other Republicans will also be frustrated, notably Jeff Flake and John Shadegg, who both had considered running for the Senate.

The people dogging Obama for not being "strong" enough (yes, David, I mean you) are the same ones who derided him for not being adversarial enough in the debates, who ragged on him for not responding to Ayers-Wright attacks more forcefully, etc. They simply do not get it. When he says he is going to bring change to the ways of Washington, he means it. Those who want to constantly ridicule our opponents rather than work with them; who want to demonize those who disagree with us rather than simply disagree; and punish those who aren't with us all the way are the very ones who will be left behind. Obama marches to his own drummer, and David & his ilk will just have to be "disappointed" that a hawkish prick like McCain isn't our CinC.

Sometimes it seems some of Obama's supporters will not be happy unless the Bush administration is lined up against the wall and the rest of republicans are sent to "re-education" camps. Forget about settling scores; it's all about governing and changing policy.

I fully expected to see something like this when McCain announced he was running again in 2010, right after his meeting with Obama. My immediate assumption was that Obama had offered to take Napolitano off the table in exchange for McCain simply continuing to be his old "Mavericky" self, and working with Democrats on issues that he wanted to work on anyway. How could McCain refuse an offer like that?

In spite of the things that were said in the campaign, John McCain is not necessarily a logical target for the Democrats. He has actually been willing to work with Democrats on issues like climate change. McCain could easily become a poster child for the kind of bipartisanship and inclusion that Obama talks about, an especially powerful symbol since McCain was his opponent in the general election.

Obama may be one of the smartest and most Machiavellian Presidents we have had in a long time. If appearances are correct, then in one swoop he got McCain's pledged cooperation on several issues, removed a stumbling block in 2010 to a potential Republican ally, got himself a great candidate for Homeland Security, and set up a viable opponent to John Kyl in 2012 (who is a much more logical target than McCain).

Let's not forget. Truly great Presidents have learned ways to find common ground with the opposition. For example, George W. Norris of Nebraska (a Republican senator) was one of FDR's biggest supporters, and a major supporter of the TVA and Rural Electrification Act.

I came to this post thinking people would be talking about Janet Napolitano and whether or not she makes a great pick for Homeland Security, and instead I'm reading your hate filled crap about how America is doomed because of liberals? Am I getting that right? Your paranoia is incredible at best, scary at worst. I think you represent what is wrong with this country. Are you proud to be an American? If so, that which you are proud of just handed your party its asses back on a platter and elected the guy you think is going to destroy America. Still proud?

By the way, I think Napolitano makes a great pick, although I think she may be more useful staying in Arizona where she can make a real difference. Not really sure who else I would like in that spot. I would like to see Obama pick Lieberman for some sort of cabinet position though, one that we know he wouldn’t deviate too far from the party in regards to policy. This would be a great idea, in that it would solve the Lieberman-in-the-Senate problem once and for all, and he would be directly under Obama. If he got out of line, it’s much easier to replace a cabinet secretary than a Senator. Plus a Lieberman pick would show that Obama is trying to be all-inclusive, given that Lieberman supported McCain over Obama.

Janet might indeed run for Congress later in her career, but it won't be for McCain or Kyle's Senate seat. If she leaves Arizona with the right wing Legislature and Jan Brewer in charge, Janet would have to try for a seat in New Mexico or Virginia. Arizonans would never trust her again.

I still fail to see how this is a smart career move for somebody who I have (almost) always respected.
