Tonight we continue our Road to 270 series with the Peace Garden State, North Dakota.
WOODCHIPPY AND SNOW-BLOWN, North Dakota and its citizens must feel honored this year to have its accent represented on the national ticket in such a high-profile fashion. So, too, the state's electoral votes are more in play than at any time in recent history. Gerald Ford won the state by 6 points in 1976, and Bob Dole won by a mere 7 points in 1996, and John McCain threatens to either go below that number or fail to win the state at all. If Barack Obama becomes the only Democratic presidential candidate to win North Dakota since LBJ, he can claim a mandate.
Key Demographics
Note: Factors colored in red can generally be thought to help McCain. Factors in blue can generally be thought to help Obama. Factors in purple have ambiguous effects. Except where otherwise apparent, the numbers next to each variable represent the proportion out of each 100 residents in each state who fall into that category. Fundraising numbers reflect dollars raised in the 2008 campaign cycle per eligible voter in each state. Figures for seniors and youth voters are proportions of all residents aged 18+, rather than all residents of any age. The figure for education reflects the average number of years of completed schooling for all adults aged 25+. The figure for same-sex households reflects the number of same-sex partner households as a proportion of all households in the state. The liberal-conservative index is scaled from 0 (conservative) to 100 (liberal), based on a Likert score of voter self-identification in 2004 exit polls. The turnout rates reflect eligible voters only. Unemployment rates are current as of June 2008.
What McCain Has Going For Him
John McCain starts from the standpoint that North Dakotans (Hoosiers?) voted for George Bush by a nearly 2-to-1 margin in 2004. In fact, North Dakota only voted once for a Democrat for President between 1940 and 2004: LBJ's landslide year. It chose the Republican every other time. The second fewest percentage of same-sex couples call North Dakota home, the state has a higher percentage of male voters, and minimal numbers of black and Latino voters (there are many more Native voters). Just as the state's high young-voter population favors Barack Obama, McCain's campaign is boosted by the state's rank as having the 3d highest number of voters over 65. McCain actually has almost the same fundraising as Obama, albeit each with very low figures.
What Obama Has Going For Him
Though Barack Obama pulled most if not all of his paid staff out of North Dakota before the race was blown wide open, the only two public polls in October show the race tied, and, alternatively, Obama up 2 points. North Dakota has the second fewest percentage of people listing "American" for ancestry, and the 3d highest percentage of voters under 30 (over 25%). If youth voting turns out to be a national wave, then Obama might disproportionally benefit from that boost in a place like North Dakota.
What To Watch For
Neither Senate seat is up in 2008 (held by Democrats Byron Dorgan and Kent Conrad), Democrat Earl Pomeroy's House seat is safe, and Republican Governor John Hoeven's re-election is assured, so all the action is in the presidential race. We currently project the race as the state McCain will win by his most narrow margin, at a mere 2.4 points. North Dakota has one of the most open voting laws in the nation, as the only state that does not do voter registration. All legal residents may show up to the polls and vote. From a ground game perspective, the removal of a voter registration component simplifies the task. Keep an eye out for further North Dakota public polling in the closing days. The other thing to watch is whether St. Louis Blues top prospect rookie and former UND Sioux hockey star T.J. Oshie will vie for the Calder Trophy in his rookie season.

Something important to note regarding Colorado. Early voting in 2004 had Republicans with about a 70,000 vote advantage. 2008 is even. Independents are polling 2:1 for Obama in Colorado and in some polls nationally. Colorado has more Independents than either Dems or Pubs. Obama is going to win Colorado even with the purging of votes by the "Secretaries" of State.

As a long-time resident of North Dakota (since I was 3 years old), I think I can contribute some meaningful discussion to this topic.
I grew up in Grand Forks (population 50,000+) and probably the most Democratic city in the state. All my education was in Grand Forks (K-12) and then the University of North Dakota. And for the first time in my life, I think North Dakota could turn blue on Election Night.
Obama won the North Dakota caucuses on Super Tuesday by a wide margin, thanks in part to a large turnout of college students. If Obama wants to pull off the upset in the Peace Garden State, he'll have to put up huge victory margins on the campuses of the two big public universities (University of North Dakota in Grand Forks and North Dakota State University in Fargo) and big overall margins in the eastern part of the state (commonly known as the Red River Valley), which includes Fargo and Grand Forks.
If he can minimize his losses in the more conservative western areas of the State (which are more like Montana and South Dakota) and take advantage of McCain's blatant anti-farmer policy positions, he may pull it off. But I will believe it when I see it.
Do you really think this country is going to let a black guy win the Presidency...let's be honest here folks. I'm sorry to break it to you libruls, but you will have a very real awakening on Nov. 5th!

Many felons can vote. It depends on state law. Here in Michigan, we wouldn't have voters if us convicted felons weren't allowed to vote.

Hillary Clinton, Michelle Obama, and Jill Biden are far superior campaigners and potential leaders than Sarah Palin by any unbiased view. It's truly remarkable that someone like Palin could be elected Governor at all. The only place someone like her could be elected would be either an ultra-conservative state or a very samll state (population). Alaska in some ways is a mix of both. Palin is symbolic of what women do not like. She destroyed McCain's chances. She's the worst choice for VP by a major party in the history of the United States. The Republicans and John McCain deserve what they get at the polls on November 4th for making such a stupid decision.

Nate and Sean. Have you ever considered breaking out any more religious denomination variables? The thing is, North Dakota is ground zero for the Evangelical Lutheran Church in America -- a very mainstream church indeed. The ELCA factor is, in fact, a significant difference with South Dakota, which has more of a Missouri Synod element. And the Misery Synod, as my ELCA grandfather always used to call it, is very conservative -- no drinking, no swearing, not much in the way of dancing or pleasure or anything else.

Homeless folks in my city tend to use the local shelter as their mailing address -- whether or not they are still residing there. That allows them to vote.
I imagine a similar thing plays out elsewhere -- your mailing address passes as your residence. Without a mailing address, or an abode, I imagine it would be difficult...

however! homeless people in general aren't very good with paperwork and "'citizenship" exercises, and in many states (but not all) convicted criminals, even after serving their time are not allowed to vote.
i'm not saying homeless people are criminals, mind you. just that the homeless people who happen to have criminal records can't vote in 46-48 states.

Just because someone is in jail doesn't mean they don't have a home with an address that matches their drivers license. Most are not in jail forever. They're just on vacation from society until they pay their debt. You know, like McCain's good friends, G. Gordon Liddy and Charles Keating.
Courts have repeatedly held that the right to vote does not depend on having an address. Unfortunately, there are lots of places that ignore that, and go out of their way to prevent homeless people from voting.

I don't know about other places, but most (if not all) homeless shelters here in Massachusetts offer mail services, along with a lot of other stuff. If someone basically 'lives' in the shelter (which many do), then that becomes their residence.

As someone who grew up in North Dakota, I have to say that I never figured out why so many in this country still insist on calling a place like Ohio or Indiana the "midwest." Have none of these people ever actually looked at a map?? That is the east or perhaps the mideast!! Why continue to use the term that was made inaccurate the day of the Louisiana Purchase. I too don't get the "Hoosier" thing as it has nothing to do with North Dakota.
As someone who was volunteering out of the Minot office for Obama, his support in the western part of the state was higher than expected when they pulled out after the big poll jump by McCain, though still low. BUT since people have gotten to know Palin, letters to the editor in the local paper for the last few weeks have been almost all pro-Obama... surprisingly... many more letters than usual.
That said, it will take heavy voting in the eastern edge of the state to pull it out.
Early voting started on Thursday and he got two votes from this household.

Even if you have no fixed address, you still live somewhere. Since that somewhere is in a state, you can vote in that state.

Well, the actual reason the GOP is trying to purge so many voters from the rolls is that poorer people who have fewer resources (free time and money) to fight the purging are more likely to vote Democratic. Their excuses for the purges are more varied -- claiming the names match lists of felons, claiming to have "proof" that they no longer live at their listed address.

I'm confused by today's Obama vs McCain projection map in the upper right. The states listed as blue and red don't seem to add up to 348.4 Obama and 189.6 McCain. To get that result, McCain would need to win IN and NC, but those are blue on the map.

There are a variety of ways that someone who is homeless can register to vote, but in most cases they vary by state. Some states have been much more stringent on this. In particular, Collier v. Menzel in 1985 found that homeless people can register a city park as their place of residence. This was expanded by Fischer v. Stout in 1987 which ruled that you can use a shelter, park, street corner, bridge, etc as a residence. In 1992 this was further clarified to rule that requiring people to live in a traditional residence was an unconstitutional restraint. Unfortunately, not all of these decisions were at the federal level, so not every state recognizes the decisions.
In general, however, homeless folks can register -- which was the crux of many republican complaints in Ohio which allowed people to register and vote on the same for a while earlier in the month. People could just go find some homeless folks, register them, and have them vote.
Here in Pennsylvania where I live, there's a little section of the voter registration card where you can draw a map of where you live if your location does not have a street address -- such as some rural locations or homeless people.
My apologies for not providing direct links to the court cases, but unfortunately, most people can't get behind the walls of knowledge that I used to dig these up. There a nice summary, however, of some decisions at the National Coalition for the Homeless' site.

It's a bit of a joke from the Indiana profile. Sean referred to residents as "Indianans," and was corrected by multiple commenters that the correct term was "Hoosiers." So now sometimes when there's a state where he doesn't know if there's a preferred term, and the obvious one sounds like it might be too cumbersome, he guesses "Hoosiers?"

Ovters throughout the country, especially independents, and Republican intellectual elite have come out in dorves lately for Obama. Hm, well, I read Indiana when it first came out, and I remember Sean getting taken to task for calling residents of Indiana "Indianans" or some such, and correcting it in the topline post. But honestly, would it be funny to go up and down the Atlantic coast calling everyone "Tar Heels"? You'd stir up some indignation for doing it in South Carolina or Virginia, but by the time you got as far away as New Jersey, for example, people would just think you're a moron.

AFAIK, and as others have said, there is nothing in the constitution that excludes the homeless from voting *but* most states require proof of residency within the state and some require a "permanent" residence. In some counties you can simply use your geographic location (ie "Washington Park")but others want an address where you can actually receive mail - like a shelter or soup kitchen.

The real issue here, of course, is that the more hoops you add to jump through, the lower your turnout is going to be, homeless or not, but increased beurocracy disproportionately disenfranchises the poor.

Well, it does have an automatic lifelong ban, which can only be reversed in individual cases by petition to the governor. This is quite a distinction from states which automatically restore voting rights after a person has "paid their debt to society" (like McCain's pal G. Gordon Liddy.) So if you're putting them into basic categories, Virginia fits more closely in "lifelong ban" than in any less severe category.
The Hoosiers thing is an inside joke because of all the comments in the wake of Sean's use of the word "Indianan" in the October 9 post. I think it's cute and clever. (But then again, I'd probably think Sean flossing his teeth was cute and clever.)

Indiana is totally midwestern; as far as Ohio the midwest begins just west of Cleveland in terms of sensibility and terrain. I ived in Kent (35 miles SE of Cleveland, at the beginning of the hilly area that leads to the more mountainous Pennsylvania, and the sensibility was far more NY than Chicago oriented.

I have been saying that all week. There has been a very sizable Powell bounce, first reflected in the national trackers beginning on Tuesday and then in the state results beginning the following day. It has now reached "snowball downhill" momentum.
This may fade somewhat, but maybe not. And even if it does fade, that only happens just before Obama gives his closing speech.
Such a well-oiled machine the Obama campaign has been. To be honest, I am interested in Nate's opinion on this: Have we EVER seen such a well coordinated presidential political campaign in the U.S. history? I think this one really makes history on several levels.

On the well coordinated stuff - I think JFK's campaign rivals this one. Of course, there was no internet then, but there were plenty of sisters and wives that gave teas. Lots and lots of canvassing. Things moved slower then, no 24 hour news, and a hoax like the person that carved a b into her face would have been around for quite a while before being debunked. So, canvassing, having tea with Jackie Kennedy (yes, sometimes in your house, sometimes on TV) were very very targetted and effective.
I also think this discussion is somewhat like the Greatest of All Time athlete stuff I read a lot. It's an interesting discussion, but there's no real answer.
I believe Bob Barr wants Obama to win. I know his best bet to gain votes is to play against McCain, but I sense in the way he answers questions that he truly wants Obama to win and not McCain. Nader is an entirely different animal. I don't think he cares either way if it's not him.

You know, looking at those Georgia numbers suggests to me that this election will not only be determined by the surge in racial minority voting, but also by a surge in female voting. Two LARGE groups that are making a statement that they want to preserve their civil liberties. This deadly combination could combine to create a landslide of absolutely epic proportions, especially since most pollsters will almost assuredly underestimate their turnout. After that exceedingly overconfident statement, I will now return to busting my butt in volunteer efforts.

BTW, here is why Obama's campaign IS the greatest Presidential election ever, bar none. (Though there have been some other really great camapaigns). A first term senator, named Barack Obama, and with skin with a pigmentation that for many many voters, perhaps even 20 years ago, would have been a disqualification from office, has defeated through the quality of his campaign, both the Clinton Machine, and the latest incarnation of the Atwater/Rove GOP machine, in one election year. (Assuming he wins). That isn't any kind of small achievement.

It's more than impressive, really. There's no question about it - as far as I can tell, they have fully exploited every tool available (I mean, ads in video games!) to the max. For his time, Babe Ruth was the greatest of all-time relative to his peers. Most of the sentiments in the video are racist code. You have to understand the psychology of racism to really understand it, but those people are more scared that Obama as racially "not like them" then they are scared that he is a "socialist". They don't even know what socialism is.
I am white and from Colorado. I thought I understood racism and I thought it was largely a thing of the past. My wife is black and Latina. It has been an amazingly powerful experience for me to now be able to reinterpret comments and feelings I never understood before. There is a LOT of racism and xenophobia in the US (and elsewhere). It is literally everywhere, and often expressed by people who have no idea they are racist.

Oooh, I don't know about that. One of my neighbors was a delegate to the Virginia Democratic Convention in 1960, where the Byrd machine was having state troopers arrest Kennedy delegates so they couldn't vote. The Clinton and Rove operations are impressive, but political machines operated at whole different level before the reforms of the sixties shifted power from the conventions to the primaries.

This is being unde-reported. I believe, without some big shift in the next 10 days, North Carolina and Nevada will be blue come November 4th. This, similar to California in the Dem primaries, the states might be decded by early voting,almost regardless of what happens after. If Obama wins North Carolina and Nevada, I'd suggest McCain has less than a 1/10,000 chance of winning.

I suggested Pittsburgh, Cincinnati, or Miami. My initial thought for Florida was Orland, just figured Miami's bigger. Orlando makes sense though, they're playing for the middle more than the base rightnow. I think they sense, there's more to be had in the middle moderate/independent voters out there than GOTV base. Besides, a flip is worth 2 votes, versus a GOTV base 1 vote.

SWEET-POTATO CARMELIZED PECAN PIE WITH CHANTILLY CREAM
From Chef Paul Prudhomme's Louisiana Kitchen. Makes one 8 inch pie.
3 tbsp. unsalted butter, softened
2 tbsp. sugar
1/4 tsp. salt
1/2 of a whole egg
2 tbsp. cold milk
1 c. all-purpose flour
(Vigorously beaten until frothy - reserve the other half for the sweet potato filling).
For the dough: Place the softened butter, sugar and salt in the bowl of an electric mixer; beat on high speed until the mixture is creamy. Add the 1/2 egg and beat 30 seconds. Add the milk and beat on high speed 2 minutes. Add the flour and beat on medium speed 5 seconds, then on high speed just until blended, about 5 seconds more (overmixing will produce a tough dough). Remove the dough from the bowl and shape into a 5 inch patty about 1/2 inch thick. Lightly dust the patty with flour and wrap in plastic wrap; refrigerate at least 1 hour, preferably overnight. (The dough will last up to one week refrigerated.)
On a lightly floured surface roll out dough to a thickness of 1/8 to 1/4 inch. Very lightly flour the top of the dough and fold it into quarters. Carefully place dough in a greased and floured 8 inch round cake pan (1 1/2 inches deep) so that the corner of the folded dough is centered in the pan. Unfold the dough and arrange it to fit the sides and bottom of pan; press firmly in place. Trim edges. Refrigerate 15 minutes.
SWEET-POTATO FILLING:
2 to 3 sweet potatoes (or enough to yield 1 c. cooked pulp), baked
1/4 c. packed, light brown sugar
2 tbsp. sugar
1/2 egg, vigorously beaten until frothy (reserved above)
1 tbsp. heavy cream
1 tbsp. unsalted butter, softened
1 tbsp. vanilla extract
1/4 tsp. salt
1/4 tsp. ground cinnamon
1/8 tsp. ground allspice
1/8 tsp. ground nutmeg
For the sweet-potato filling: Combine all the ingredients in a mixing bowl. Beat on medium speed of electric mixer until the batter is smooth, about 2 to 3 minutes. Do not overbeat. Set aside.
PECAN PIE SYRUP:
3/4 c. sugar
3/4 c. dark corn syrup
2 sm. eggs
1 1/2 tbsp. unsalted butter, melted
2 tsp. vanilla extract
Pinch of salt
Pinch of ground cinnamon
3/4 c. pecan pieces or halves
For the pecan pie syrup: Combine all the ingredients except the pecans in a mixing bowl. Mix thoroughly on slow speed of electric mixer until the syrup is opaque, about 1 minute; stir in pecans and set aside.
To assemble: Spoon the sweet-potato filling evenly into the dough-lined cake pan. Pour the pecan syrup on top. Bake in a 325 degree oven until a knife inserted in the center comes out clean, about 1 3/4 hours. (Note: The pecans will rise to the top of the pie during baking.)
Cool and serve with Chantilly Cream. Store pie at room temperature for the first 24 hours, then (in the unlikely event there is any left) refrigerate.
CHANTILLY CREAM:
Makes about 2 cups.
2/3 c. heavy cream
1 tsp. vanilla extract
1 tsp brandy
1 tsp. Grand Marnier
1/4 c. sugar
2 tbsp. dairy sour cream
Refrigerate a medium-size bowl and beaters until very cold. Combine cream, vanilla, brandy and Grand Marnier in the bowl and beat with electric mixer on medium speed 1 minute. Add the sugar and sour cream and beat on medium just until soft peaks form, about 3 minutes. DO NOT OVERBEAT. (Overbeating will make the cream grainy, which is the first step leading to butter. Once grainy you can't return it to its former consistency, but if this ever happens, enjoy it on toast!)

It's like Sarah Palin trying to answer a foreign policy question. She honest-to-God doesn't think knowledge of the world is important when devising foreign policy. Insulting her or trying to point out her mistakes isn't going to help because she simply *can't comprehend* the simple idea that facts and intelligence are important. Some people just *can't* understand basic ideas, so engaging them isn't worth the time.

I have a perfect plan for Governor Palin after her term expires. Governor, please replace Mark Levin on the radio after Sean Hannity. I'm able to avoid Conservative AM Radio to where I never hear it. I caught enough of Mark Levin once to know, I'd prefer you as a more centrist voice for the RepubliCONs to listen to. I als owouldn't have to see or hear you at all. Perfect plan!
About the whole possibility of repealing the fairness doctrine: Would it actually be a better idea to not touch a thing regarding conservative talk radio? It seems like they are too stubborn to compromise their ideals and continue to drive discourse in the Repub party. Perhaps if we let them continue for a another generation, they really will end up causing the extinction of the Repub party in national politics.

there is some tension btw the Obama camp and the local dems in Philly regarding street money. It is pretty much the only tension I have heard of like that between Obama and local dems. There is a lot of tension on the McCain side.
Not sure if that has anything to do with not stopping by though
I don't get it. I know Chicago and Philly are the toughest politic towns in the US by reputation, but what would be the issue?

The issue is pretty simple. Local Dems in Philly (and elsewhere) are accustomed to cmapaigns paying for GOTV, it is called street money. It is old style politics that basically just greeses the wheels with some petty cash. Obama has said that they think they can do it with volunteers and that is irritating a lot of low level locals who undoubtedly pad their pockets with street money. Obama does not want to pay any street money and there is basically a showdown where the locals are telling him he has to pay it or else...
Street money is used by republicans too, so don't anyone go off about corrupt democrats here. McCain is dutifully paying out.

Leave Mule Rider alone. He simply isn't capable of understanding that about 90% of African-Americans always vote for the Democrats, even if the Democratic nominee is white.
He just doesn't have the required IQ to see that it's not simply race driving African-American support for the Democratic ticket.

How many blacks supported Hillary in the primaries? What percentage of blacks voted for the OTHER DEMOCRATIC nominee? They were both democrats, shouldn't the vote have been closer to 50/50 versus 95/5 or 98/2? Racism goes both ways, and them blacks are some racist bastards!

Just voted this morning here in Orlando and if I had to guess, the vast majority of people voting were supporting Obama.
I have family up and down the East coast of Florida and they mentioned a lot of support as well. At least one voting location, the Obama camp brought in two buses of voters...

This is really interesting. It looks like early voting in NC just passed the early voting number in 2004 based on the 1 PM update on the NC website and the 2004 numbers on the GMU website.
