Road to 270: Maryland

Today we continue our Road to 270 series with the Old Line State, Maryland.

CHESAPEAKE BLUE, Maryland and its ten electoral votes are among Barack Obama's safest. This is one of the most liberal states in the nation, with every statewide office Democratic-held and both state legislatures holding Democratic super-majorities. Six of eight House seats are Democratic, with only the 1st and 6th CDs held by Republicans. After a series of four single digit elections (Carter '76, Carter '80, Reagan '84, and Bush '88), Maryland has broken Democratic by double digits each of the last four elections beginning with Bill Clinton.

Note: Factors colored in red can generally be thought to help McCain. Factors in blue can generally be thought to help Obama. Factors in purple have ambiguous effects. Except where otherwise apparent, the numbers next to each variable represent the proportion out of each 100 residents in each state who fall into that category. Fundraising numbers reflect dollars raised in the 2008 campaign cycle per eligible voter in each state. Figures for seniors and youth voters are proportions of all residents aged 18+, rather than all residents of any age. The figure for education reflects the average number of years of completed schooling for all adults aged 25+. The figure for same-sex households reflects the number of same-sex partner households as a proportion of all households in the state. The liberal-conservative index is scaled from 0 (conservative) to 100 (liberal), based on a Likert score of voter self-identification in 2004 exit polls. The turnout rates reflect eligible voters only. Unemployment rates are current as of June 2008.

What McCain Has Going For Him

Honestly, not much. Unemployment is relatively low, the youth population ranks on the lower end of states, and McCain's Maryland fundraising ranks it in the top third of states. In the Appalachian areas of Maryland, the "American" ancestry responses start getting high, but there isn't anywhere near enough population there to compensate for the huge Democratic margins in the BWI corridor. Only four states went for John Kerry by bigger margins, and unfortunately for John McCain it'll be just as tough for him in this blue mid-Atlantic enclave.

What Obama Has Going For Him

Barack Obama has extremely high per capita fundraising in the state, given the number of DC-proximal residents. It's also the 4th highest percentage of African-American vote, the 2d highest percentage of female vote, and the single most-educated state (good job hitting the books, Maryland). It ranks 10th most liberal on the Likert scale, and has the 2d most self-identifying Democrats. Same-sex households by percentage rank in the upper quartile, and there are many more Starbucks than Walmarts. The high education rates lead Maryland to be the 2d highest per capita income state, which doesn't directly correlate with Democratic voting. Obama's favorite TV series, the legendary show The Wire, was set in Maryland. Ah, McNulty, Omar and Stringer Bell, wherefore art thou?

What To Watch For

With no statewide races and the presidential race not dramatic this year, the race to watch is Maryland's 1st district, the Eastern Shore/Baltimore suburban open seat held by Wayne Gilchrest until the Club for Growth primaried him. That primary, against eventual winner Andrew Harris, was so bitter that Gilchrest actually endorsed Frank Kravotil, the Democratic challenger. Gilchrest is not a happy camper, and the race is considered anywhere from lean Republican to toss-up.

“Let's see, the Republican Party, or my eternal soul?" Gilchrest said.

"Party loyalty, or integrity?”
Not a big Andrew Harris fan, is Gilchrest. Every other House seat in Maryland (six Dems, one Rep) is considered safe.

Continuning what some have said from the last thread...

The only Supreme Court appointment Hillary would accept is that of Chief Justice and considering Chief Justice Roberts is only 53 years aold, that position is not likely to be vacant for a long time.

The only openings that are likely to come up in an Obama administration are: Ginsburg, Souter and Stevens, three left-of-center justices. Their replacements will in the minority. Hillary Clinton will not leave the Senate to spend the next decade or so writing dissenting opinions that only law school students read.

I love MD too.

I just had a worrying thought about the early voting that's going now. It's GREAT to read all the stories about the turnout and the enthusiasm.

But what about the security of those votes? If voting machines can be made to "disappear" entire blocks of votes all at once (as Greg Palast, Harvey Wasserman, Bob Fitrakis, and others have documented), doesn't this just set up an early and obvious target?

Apologies if this comes across as a concern troll. I think fraud is the only way that McCain from win from here on in (and boy am I looking forward to some action in tonight's debate).

My most vital analysis on WINNING and LOSING!

"Hypothetical Conversation":

Steve (Schmidt): Tactically you're the best Karl. Everyone knows that. What do we need to do to get to 270 electoral votes that I may not realize?

Karl (Rove): OHIO, OHIO, OHIO Steve. Bottomline is we need Ohio and Florida or we don't get to 270We have inherent advantages in Florida that make it likely to fall in our column if the election is close, but Ohio is a problem.

Steve: Okay. Givem e the details of the problem and potential solutions.

Karl: In every other state that went Bush last time that we need to win if you compare Bush's advantage over Kerry to the new voter registrations, we're still ahead or close enough to where with voter turnout and a little bit of luck in a close elction we should be able to hold on. Nevada presents a bit of a problem, but nowhere near what Ohio presents. Nevada's a small electorate, 5 electoral votes. We can overcome that. Florida, North Carolina, Virginia, Colorado, we can win all of those states. The new voter registration advantage for the Dems don't make up more than the amount they lost by in 2004. If we get good turnout in those states we should be able to hold on. Ohio, impossible though, without some trickeration.

Steve: I'm listening

Karl: There are 666,000 new voters in Ohio since 2004 and they're almost all Democrats. We only won in 2004 by 119,000 and we had a better ground operation and turnout in Ohio then any state in the union. In a lot of states we could have done better, but in Ohio we maxed out. We also had a Republican Governor and Secretary of State on our side. This time you'll have trouble matching our turnout in 2004 and you've got to deal with these new voters. I don't see how we win Ohio and we can't get to 270 without it.

Steve: So what do we do sensei?

Karl: Aside fro mthe obvious, which is get ours to show up, we need as much voter suppression as possible for Obama's side. We can't fairly, so we have to cheat. If you ain't cheatin you ain't tryin' right!

Steve: I'm listening

Karl: Look. The only way we win Ohio is to stop these new voters and maybe some old ones from voting Obama. Muck up the process. Ted Strickland won't help. We don't have Ken Blackwell to do our deeds dirt cheap, but we do have the courts. The courts are stacked in our favor. If we can stop the new voters from voting we have a chance.

Steve: How do we do that?

Karl: Court orders to make it really difficult voting day. Threaten them. Claim that voter registration efforts were fraudulent to get the public and media on our side or at least not against us. Search for any sign out of 100s of thousands of new registraition, a few potential fraudulent forms. We'll claim it's bigger than it is. We'll claim it threatens the process.

Steve: A fraudulent voter form doesn't translate into a fraudulent voter. That won't pass muster.

Karl: All we have to do is create the potential for impropriety, perception is all that matters. Once we do that, we can disrupt election day in every Democratic precinct in the state. These new voters won't know the difference. It'll be a battle of wills. In the end all that matters is the count on Nov. 5th. This is how we won in 2000 and 2004. Nobody will call us on it. We learned from Watergate what not to do. We learned in 2000 and 2004 what we can get away with. We probably need to push the envelope a little further this time, so the question is how badly do you want to win.

Steve: Real Bad

Karl: OK, there's your answer. VOTER SUPPRESSION! If we don't stop Obama's voters from voting in Ohio, we can't win this election.

Steve: Understood. I have my marching orders. I'll let you know if I have any questions along the way.

Maryland is a perfect example of why the Southern strategy has run its course for the GOP. The problem is that to get the South (well apparently save NC and Va) in a lockbox, the GOP has had to marginalise conservatives further north. And if we take the North Eastern states (New England + NY, NJ, Pa, Maryland, puts almost as many EVs in the dem lockbox as the South does for the GOP. The GOp is going to have to find a way from moving away from social conservatism towards more economic and political conservatism.

Prince George's County MD is a huge destination for African Americans leaving DC proper for a suburban area. White people fled to the VA suburbs, black people to MD.

Fun fact of the day- Baltimore has gone through a serious identity crisis over the last ten years, changing its slogan (think "City that never sleeps for NY) numerous times. In reverse chronology:

This is vitally important. Think strategy and game theory. I'm a stats geek/numbers guru. I did not have a high GPA in college, but close to 100 in Business Law and Statistics (a long time ago). My point is I see the writing on the wall and am trying my best to convey it.

#1 McCain cannot win the election and become President without winning Ohio

#2 He cannot win Ohio without stealing it!

#3 His campaign will try to steal it and must be stopped by public opinion and media and people in Ohio standing up NOW! This is total BS and must be stopped before November 5th. November 5th will be too late. Judges tend to be corrupt and partisan. There are counterforces on our side with the Sec of State and GOv being Dems, but they need public support NOW!!!!!!!!!!!!!!!!!

I've gotten loads of calls/emails from the Obama campaign asking to take a day trip to PA or VA to volunteer. Maybe soon they'll ask if I want to go to WV too, with the way things are trending. So they're pretty organized here, but I think it has mostly to do with our neighbors.

The numbers do not add up for McCain in Ohio. This is the only state where he can't win fairly and has to win. The numbers are on his side if the elction is close in every other state. He cannot win Ohio without stealing it. Please folks pay attention. Get this out there. It's real important.

Long-time lurker, first time poster. I just want to say, thanks for this awesome site, and THANK YOU for profiling my wonderful state :)

I love Maryland-we've got a little bit of everything. We've got our farms, cities, military bases, and "Leave it to Beaver" suburbs. Oh yeah, and a relatively stable economy, an educated population, and liberal politics. Life is pretty sweet in MD, no doubt about it. We may be mostly ignored during election seasons, but we're true blue, and we'll be bringing those 10 EVs home for Obama on November 4th. Oh yeah, and there are lots of Marylanders who are trekking out to our neighboring states to make sure they do the same.

Early/absentee votes will be handled differently by each state. There is no more reason to be concerned about them being counted than there is for election day votes.

6 of the 10 houses on the block have Obama/Biden signs.

Interesting that MD has the largest proportion of black residents of any blue state. Possibly because it was (somewhat uniquely) a slave state and urbanized/industrialized at the same time. Plus, a border state. The whites in states like GA or MS must be really conservative given that they have large black populations and still are extremely Republican. I guess that's where that "American Ancestry," and Baptist stat help flesh things out.

Nate: Where did you get that Catholic number from? I'm pretty sure it's low. Wiki says 23%. I'm inclined to trust you over Wikipedia, but as a native (and a Catholic) that seems low.

Spiro Agnew actually was chosen because he was considered moderate (to Nixon's left) and had good ties with Maryland's black community.

He actually had no big ideological bearings - rather was a corrupt hack - but as VP, read the speeches William Safire and Pat Buchanan wrote for him.

VotM: Howard County trends more Democratic than most wealthy suburban jurisdictions (speaking here in my 'authority' as a native), as does neighboring Montgomery County. Baltimore County is fairly well off and usually split 50/50; in state elections it often seems like the bellweather county (won by Ehrlich by about 5 pts in 2000, split in 2004, which, given that Ehrlich was very much a native amounted to a loss). Suburban Anne Arundel county to the east is the largest "Republican" county in the state.

As a PG County native, Crooklyn's suburban idyllization of PGC always tickled me to no end.

Interestingly enough, only 4 counties in MD (Baltimore, Prince George's, Montgomery, and Howard) along with Baltimore City went for Kerry in '04. Thankfully, these districts make up roughly 2/3rds of the entire state population, so they largely dwarf the other, more conservative areas.

Alot of very rich people, but Baltimore is a real hell whole outside of the immediate downtown and the Hopkins area.

Its not quite as bad as NJ in that respect but its getting there.

Anyone who has travelled the mid-Atlantic knows that to an extent the South begins in non-urban areas of southern New Jersey, becomes more apparent in Delaware, then really feels more like in it many parts of Maryland.

Obviously the cities and DC-adjacent suburbs of DC have made MD a solid blue state, but much of the state would feel comfortable being part of the South.

Drew - Agnew's black community relations were more complicated.

He was a Rockefeller Republican. He defeated a segregationist Dem gov candidate in 1966, and then signed MD's first open-housing law. He did take a firm stand (which offended many) during the riots, but his overriding reputation still was as on the liberal side of civil rights issues when the Republican party's Southern wing was on the upswing.

I remember distinctly (was a teen then) that Agnew was seen as a sign that Nixon was going to run as a centrist, not try to compete with Wallace for the segregationists.

Also: Comfortable in the South? Well, yes, outside the urban areas. But those account for about 80% of the population. This is always a weird discussion, because it generally seems any state to our north thinks we're southern, whereas any state to our south thinks we're northern. Much of my large, extended family lives in GA, and MD might as well be Boston to them. Or Sodom. It's for this reason the totally uncontroversial "Mid Atlantic" designation is useful. And accurate, because it is, of course, a cultural continuum.

For those who don't know- B'more is about 80% AA, and MD overall is very diverse.
And the Wire was filmed in B'more specifically. Credit where credit is due, Hon.
Yeah, parts of this city are a hell hole- very rough. But I have a lotta love for this unique, unpretentious city and it's people. Gotta have a quirky, and probably dark, sense of humor to live here.
And MD is gonna break for Obama in very big numbers. Proud of my state.

Reagan Dems and Independents. Call them blue-collar plus. Slightly more Target than Walmart.

Yes, the spot worked. Yes, they believed the charges against Obama. Yes, they actually think he's too liberal, consorts with bad people and WON'T BE A GOOD PRESIDENT...but they STILL don't give a f***. They said right out, "He won't do anything better than McCain" but they're STILL voting for Obama.

The two most unreal moments of my professional life of watching focus groups:

54 year-old white male, voted Kerry '04, Bush '00, Dole '96, hunter, Nascar fan...hard for Obama said: "I'm gonna hate him the minute I vote for him. He's gonna be a bad president. But I won't ever vote for another god-damn Republican. The next was a woman, late 50s, Democrat but strongly pro-life. Loved B. and H. Clinton, loved Bush in 2000. "Well, I don't know much about this terrorist group Barack used to be in with that Weather guy but I'm sick of paying for health insurance at work and that's why I'm supporting Barack."

I felt like I was taking crazy pills. I sat on the other side of the glass and realized...this really is the Apocalypse. The Seventh Seal is broken and its time for eight years of pure, delicious crazy....

You can sense the frustration in GOP ranks -- the playbook that has been so successful for so many years has been ripped out of their hands and thrown out the window. People want substance? They want their elected officials to be on the right side of the issues? But what about the crazy liberal terrorist-living Democrat??????

How can substance be trumping character attacks?

Only a Republican ideologue would think that we haven't already lived through eight years of pure crazy, not to mention a generation of voters voting against their own interests because of bullshit social issues that affect them little. That's why these voters are shrugging off allegations of Ayers and sticking with Obama, no matter how much slime the Republicans dish.

And if Obama ends up being a good president and proves to the American people that government can be their friend? Republicans are going to be in an even bigger world of hurt than they think.

Jeffrey Toobin does a fantastic job explaining all this in his book The Nine.

It's tragic that it needs any explaining. The tragedy played out back in 2000 and 2004 when people ignored the warnings of the judicial consequences of a Bush WH. It's too late now.

The Mason-Dixon line separates Maryland and Pennsylvania. The Missouri Compromise used that line as the boundary between North and South. And Maryland was a slave state until 1864 since the Emancipation proclamation didn't apply to non-Union states. And John Wilkes Booth was from Maryland.

While Maryland remained in the Union, it was a border state, with split loyalties. And it wasn't considered part of Nixon's "Southern Strategy".

On its history, I would call it a Southern state, although certainly not a Confederate state, and not part of "the South".

Finally a Look See?

I do not believe for a minute that McCain's decline in the polls and Obama's ascendancy has anything to do with McCain having gone negative. Obama has been the undeserving beneficiary of bad economic news and a national mood to "throw the rascals out."

McCain has rightly tried to depict Obama for who he really is, but has been thwarted in this by a singularly incurious media that is impatient to get the Obama coronation over with as it is the fairy tale that they have been waiting for lo these many years since Jimmy Carter was drummed out of office by the right wing bug-a-boo Ronald Reagan.

Had the media chosen to dig into these obviously troubling associations and Obama's questionable past, along with the huge gap in his biography, the public would not be judging McCain harshly for having been negative, but rather would have finally turned a jaundiced eye on Obama and perhaps have begun to see him for the dissembling Chicago pol that he is.

Recent movement in the polls suggests that there is softening in Obama's support. This should surprise no one as he really has not earned anything close to a double digit lead in this race and the public may finally be at the stage where it will take a through and critical look at him before they turn over the nation to him to govern.

With just under three weeks to go until Election Day there is reason to hope that Obama has peaked too soon.

The fundamental mistake you and millions of other religious zealots make is trying to impose religious-based beliefs on secular laws.

This country was founded on a separation of church and state...specifically built to keep religious views from dominating/creating secular laws to govern a diverse society. Thus, the Christian right's incessant attempts to steer our laws based on what they believe flies in the face of the very root of this country.

I'm a catholic, and I personally don't care for abortion myself, especially when it is done for vanity's sake. BUT, you cannot stop the practice because you BELIEVE it to be bad. You need to make a LEGAL argument why it should be outlawed.

@PeteKent: The relevant question is when that bundle of cells becomes a distinct Person under the eyes of justice. If it's a person, then all the foregoing arguments vis a vis murder of innocents apply. If it's not, then restricting what the potential mother does with her own body is a violation of her rights.

So it comes down to the "where life begins" question, the answer to which has not been conclusively answered from scientific or religious sources. Thus, people have no alternative but to make their own judgments.

I live in maryland. I live in one of the "Leave it to Beaver/Rednecks who think this is Alabama" suburbs with this terrible, terrible man named Roscoe Barlett who somehow keeps getting elected for our district despite his terribleness. But I move in a couple months back into the civilized part of the state so I'll be happy once more.

Baltimore city is also minority-majority.


The town I live in, a lot of its' inhabitants are the racist scummy-types who attend McPalin rallies, so it is hard for me to get a gauge but dammit I hope my county goes blue sometime in my lifetime. I'll consider it a victory if McCain doesn't win by 80% of votes, though.


PS: Maryland has the number 1 Capita income now, surpassing New Jersey. Most of the state is extremely educated and we have good jobs with great pay. It's just when you get to the western part, starting with Carroll county on out, it feels like you've gone south to Alabama.

New Mexico has a LARGE Latino population which currently is breaking big for Obama--at least the non-Cuban Latinos (which are mainly in Fla)

I live in montgomery county one of the richest in the country. I see a few McCain signs in the very rich areas but no republican can get elected in this state except the one time we let Ehrlich in.- mostly because of AA apathy.
We get dc tv and Obama has flooded the airways with ads and none from McCain, he has pretty much given up on va. as far as the ads go. Anyway by nov 4th McCain may even blow West virginia.

Here's what I hope McCain points out in the debate tonight:

The problem isn't dereulation but that capitalism was meddled with and government policy encouraged the banking system to lend to borrowers who were not qualified. Absent government interference, "capitalism" would have shunned those borrowers who appeared not able to pay back their loans and we would not be in crisis. The fault here lies with Democrat social engineering which lead Fannie and Freddie to guarantee loans that otherwise should not have been made.

Look at the “success” of the last major bout of economic regulation: Sarbanes-Oxley. As a result of the ENRON scandal Congress acted to pile on all sorts of new financial disclosure requirements and safe guards which have done nothing to make public companies more transparent and which has killed the public offering market in the United States, driving all such capital investment to London and elsewhere aboard, damaging our economy.

Less government meddling is what is needed not more.

The American people should beware of those who would use the present calamity to place more and more power in government hands. As it is we will have Obama, Pelosi and Reid controlling the government, do we really want them running the banks as well?

All those rich New Yorkers and los Angelinos and Bost Brahmin losing money in the stock market. Couldn't happen to a nicer bunch of folks in red states.

This crisis will decimate New York. Too bad. Maybe they will vote Republican in 2012!

I think LA TIMES is the first major publication or network to have a map that shows Obama with a EC count over 270 with Safe and Lean...

which is weird b/c a few days ago it showed Oregon as a swing state, no more. I Guess they were just slow to update

I just checked CNN and I don't see it putting VA in the Lean catagory. Maybe they are saying so on TV but on the website it still shows it as a toss up

Looks like the water-boarding has been applied to Gov Crist:

Crist has lowered his profile campaign profile considerably since McCain picked Alaska Gov. Sarah Palin as his running mate. Crist is expected to campaign with McCain in Miami and Melbourne on Friday, and on Tuesday brushed off the notion that he was backing away in any way.

"My first and foremost responsibility is to the people of Florida, and I understand that very, very well. When I have time to help out my friend, I'm eager and anxious to do so,'' said Crist, promising to do "everything I can" to help McCain win Florida's 27 electoral votes.

Finally a Look See?

I do not believe for a minute that McCain's decline in the polls and Obama's ascendancy has anything to do with McCain having gone negative. Obama has been the undeserving beneficiary of bad economic news and a national mood to "throw the rascals out."

McCain has rightly tried to depict Obama for who he really is, but has been thwarted in this by a singularly incurious media that is impatient to get the Obama coronation over with as it is the fairy tale that they have been waiting for lo these many years since Jimmy Carter was drummed out of office by the right wing bug-a-boo Ronald Reagan.

Had the media chosen to dig into these obviously troubling associations and Obama's questionable past, along with the huge gap in his biography, the public would not be judging McCain harshly for having been negative, but rather would have finally turned a jaundiced eye on Obama and perhaps have begun to see him for the dissembling Chicago pol that he is.

Recent movement in the polls suggests that there is softening in Obama's support. This should surprise no one as he really has not earned anything close to a double digit lead in this race and the public may finally be at the stage where it will take a through and critical look at him before they turn over the nation to him to govern.

With just under three weeks to go until Election Day there is reason to hope that Obama has peaked too soon.

Enjoy the debate! Or the time before it -- this is Obama's high watermark.
