Most of her life spent as a Republican, Debrah Harleston volunteered heavily for George Bush in 2004. As she threw herself into helping Barack Obama in Toledo, one of her first questions to her organizer was, "why are we canvassing so soon?"
Accustomed to the template she'd experienced with the Bush 2004 campaign in New York State, it seemed strange that Democrats would want to go talk to people at their doors many weeks in advance of an election. Phonebanking, sure, but the final weekend and final stretch was the customary time to knock doors.
Now that Debrah has settled into her role as one of Obama's Toledo Community Directors, she's amazed at the sophistication of the Obama structure. As a Community Director, she oversees three Neighborhood Team Leaders, volunteers who comprise the heart of Obama's volunteering infrastructure. Each neighborhood team, in turn, has up to five different coordinators: (1) the canvass coordinator; (2) the phonebank coordinator; (3) the volunteer coordinator; (4) the data coordinator; and (5) where applicable, the faith coordinator.
In Ohio, Campaign for Change State Director Jeremy Bird told us, there are 1,231 defined neighborhoods, as of August 25 there were about 800 in place, and as of Saturday approximately 1,100 NTLs had been tested and were up in operation. By "tested," Bird said, each NTL had undergone and met a series of specific challenges the field organizers had presented.
First, can the potential NTL organize a group of people? Whether by hosting a house party, a faith forum with a church group, or some other type of organizational meeting, the potential NTL needs to show they can lead the organization of their neighbors.
Second, can the potential NTL pass the voter contact test? Can he or she lead a canvass, can he or she build a group phonebanking night? It's a leadership test, built around voter contact.
Third, are they willing to make the final commitment by attending specific training for their role? Debrah Harleston smiled as she told us about the imminent blooming of satellite offices throughout the Toledo area so that neighborhood teams can begin running right in the neighborhoods autonomously. They've been trained, they've registered their voters, and now it's time to see how this baby runs.
After Barack Obama's major economic address to 3,500 people in Toledo, the office several blocks away swelled to capacity with newly-fired up volunteers. One of the volunteers who'd come into Obama's office in recent weeks is Debrah's husband, such a staunch Republican that he'd long been donating monthly like clockwork. He'd even gone into the nearby Toledo McCain office, but when he visited it had been nearly empty. The explosive energy difference, Debrah told us, particularly in the past few weeks, made an impression on her husband, who planned to vote for Barack Obama.
Obama's organizers, the younger workers that the hacktastically uninformed Michael Barone fingers-crossingly dismisses as orange-stockinged Deaniacs merely waving visibility, spend much of their time recruiting and training NTLs, monitoring their progress, coaching them when they run into trouble. The key is, Bird noted, that the organizers have time to coach NTLs and their coordinators with reporting and accountability.
To that end, the Obama campaign is doing something remarkable: rather than keeping their vote goals close to the vest and internal, they trust their NTLs with those numbers. "If we tell a team leader that the vote goal for this neighborhood is 100 votes, and we give them a list with 300 names of supporters and persuadable voters on it, they respond with, 'Wow, I can make this happen!'" Empower is not just an empty word emblazoned on Obama field office walls.
As to how to get buy-in from volunteers who may be used to different campaign practices, "they see it working," Bird says simply. A lot of the volunteers are first-timers so they have no baseline to compare it to, and the veteran volunteers have seen other campaigns try different programs... and fail.
Volunteers direct and train other volunteers, in turn directed by the coordinators under the NTL. The coordinators report numbers to the NTL, who in turn report to people like Debrah, the Community Directors, who in turn report to the field organizer. The field organizer reports to the deputy regional or regional field director, who reports to the state field director. The numbers are off the charts. Debrah estimated that in the central Toledo field office this past weekend, at least 2000 folks had streamed through to volunteer.
In Columbus, Bird told us that the long primary had taught the campaign incredibly valuable lessons. Sometimes one regional would have 32 field organizers, an incredible number of organizers for a given region, but it didn't work operationally because that's too many FOs for an RFD to manage. With the primary process, the campaign learned the right proportions and ratios of NTLs-to-FO, and FO-to-RFD. "It was a very conscious decision" for field organizers to have no more than about 10 neighborhood teams, Bird said.
It's why Obama for America State Director Aaron Pickrell told us, "Nothing about the structure worries me, which is weird," referring to comparisons with past campaigns he's experienced.

We're in southeast Ohio tonight and tomorrow morning, between Marietta and Athens, where we finally come across Joe Biden. The southeast area of the state is a huge swing area, within this still-tight swing state, and we're still hoping to be permitted to talk to McCain volunteers so we can bring you that perspective. We're working on it.

I have to say that, unlike previous elections, the first three debates DID influence the polls. Nate had posted a few weeks ago that they generally have not influenced the polls or the end results on election day. I would disagree on that for this year. Obama needed "face time" with the public so they could see him side by side with a more traditional candidate (white rich boring male).
I hope he does well tomorrow night so the numbers keep climbing in his favor.
The reports about the spectacularly functional and enthusiastic ground games across the country are restoring my faith in the political process, they really are. It's incredible what people are achieving. I only wish that this election was not happening in the busiest three months of my entire life (so far), or I would be wading through this effort up to the hips.

We won't know till it's over but my strong suspicion is that the superiority in terms of volunteer effort and organisation will be worth a good couple of points - McCain probably has to be 2% ahead to have even a decent shot at a tie.

Spent my first evening volunteering at our local Obama office in Virginia. It was amazingly energizing. There were lots of folks there... young, old, white, black--you name it. Working hard and very friendly--and happy.
We're going back tonight and every night we can make it. We've also volunteered to house campaign workers closer to the election as they descend on Virginia to turn the red tide here blue.
I sure hope it works.

They followed a guy who went down to FL to convince his McCain-leaning Jewish grandparents to vote Obama. One by one he knocked down their concerns (Israel, taxes, Social Security/Medicare, race, etc). Then they showed him returning a few days later and they were both enthusiastically for Obama. The guy then organized a townhall getogether at his grandparents retirement home and over 100 seniors showed up, most of whom were very sceptical of Obama. After he was done with his speech, all the old folks started chanting Yes We Can!

This is indeed the perfect campaign, except for the primaries.
Not that Obama made many mistakes, but the DNC could rethink the rules, and not just about the Florida & Michigan fiasco.
Perhaps all primary contributions should be split with half for the pot. Winner takes all for the next stage.

I am from Toledo and still live here. I am glad to see my hometown mentioned in this blog. I know I have seen Obama signs and volunteers everywhere. I don't know how many times I have been called. My mother's foster child during the summer worked approximately 10 hours a day volunteering for Obama. She told me the night after watching the candidates first debate the McCain campaign had took all of their Obama signs in front of their office on St. Clair and replace them with McCain-Palin signs. THat group is rather silly, the McCain-Palin supporters, but I guess they are a reflection of their ticket they are supporting. I should add I think that night's juvenile activity was the hardest that campaign (McCain office in Toledo) has worked for the last several months.

The primary problem that was exposed this time in FLorida at least is: the republican-controlled state legislature voted to move the primary up. (set aside for a moment the reality that all the dems voted with them). Even if the dems had opposed, what is the FL D party and the nat'l party supposed to do? If an opposing state party wants to screw the other party this way, as it stands now, they can.

What I find interesting reading your posts (all of them great by the way) is how much this reminds me of my historical readings of how old style Democratic Machines must have been organized. Block by block, neighborhood by neighborhood -- indeed even the incentive ideas is old school Democratic machine. One can see the Chicago influence on Obama here. The right will deride this. I applaud it. It is how we held power for decades. Republicans have something more than idealogy to fear in Democratic resurgency it seems. They have a potential decades long political force to fear if history is any guide.
I think that the kind of ground game you describe so well can only be really effective when there is true enthusiasm for the candidate.
I believe that this is an historical election not only because we have the first major party Black candidate for President and the first major party female candidate for Vice President, but also because of two new trends in participatory democracy. The first trend is related to the use of the Internet, including the way that the Obama campaign is using their web site for communication, fundraising, etc. as well as the blogging, commenting, etc. by supporters. The second trend is related to the on-the-ground campaign organization based on Barack Obama's excellent "community organizing skills" If the Republicans copy any of this, in the long run, it will be good for democracy and good for the United States of America.
On the Road Route Projection:
Pennsylvania -> Virgina -> North Carolina -> Georgia? -> Florida -> Election Day. That is unless they want to backtrack and hit Michigan, go up through the U.P, check out Wisconsin & Minnesota before heading South & East again. While that would be a heck of a lot of driving, they probably would have enough time.
Here's my hope. I believe it will happen:
As a repudiation, not just of McCain circa 2008 and Bush Jr., but especially of what PALIN is symbolic of within the pathetic Neo-Con Republican Party, the election is an absolute landslide. The kind of electoral landslide for a first term that noone can remember living today. Bigger than Reagan in '80, Clinton in '92, Nixon in '68, or Eisenhower in '52. So big that the smart folks within the Republican Party will say, you know what, we have to change, we can't wi elections anymore with the same stupid ideas. We need to be more centrist or we're not going to win anymore. Let's start picking qualified, smart individuals to run for high office and be close to the center to try to make the Dems look like Lefties and out of touch. Palin can be remembered in history books as symbolic of the pathetic Neo-Con mvement that overreached and imploded. Rove as the overreaching, overly ambitious man behind the wheel and Palin as the puppet that ended it all.
I believe that Palin is such a burden on McCain's shoulders that there is nothing he can do at this point to change his fate. The reason McCain cannot win is because no matter what he says to try to create confidence within the american people of him as steward of the economy or what doubts he creates about Obama, most could not bring themsleves to vote for a ticket with Palin on it.
She's far less competent than Agnew, Quayle, or Bush Jr. I believe there are about 535 Congressmen and women and about 49 Governors more qualified. She could not have been a poorer choice. 20% of the country loves the idea of her, the other 80% think she's a joke! Good job GOP! And by the way, the Dems won't say it, because why look a gift-horse in the mouth, but the Pubs are starting to admit it. Read editorials, watch TV, it tells you all you need to know. I just wonder if she's smart enough to know how big of a joke she is?

Vanessa, regarding a NYT/CBS Poll with drama, one thing is certain, though I know you're more paranoid than I am, there's no chance at this point that it's good news for McCain. Though it's possible for the race to change over the next 20 days, the drama has to be Pro-Obama. Every bit of anecdotal evidence I can find suggests we are at the high-water mark thus far for Obama. He's massacring McCain right now. It's an enormous landslide if the elction were held today. Many many many Republicans have jumped ship. McCain has proven to be a disaster, Obama has proven to be all we thought he was, Biden is solid, and Palin is as big of a joke as Quayle, but far more damaging to her ticket's cause. That poll will probably be 12 or more points or something. Look at Intrade. In states McCain has to win, you can buy him at under 30 in many and under 20 in some. i'm talking Bush '04 states like Colorado.
AS far as I can gather from therepubs, the 'acorn issue' is something about a squirrel gathering up some of their acorns and they ain't too happy about it!!!

Acorn hires people to registers new voters. Some of the forms were invalid, but still must be submitted by law. The invalid forms are rejected by the supervisor of elections, which prevents "voter fraud".

I always like how the present failed conservative isn't the real conservatism. It's almost sounds like the market fundamentalists and communists who make their argument. For the record, Bush is and McCain is exactly what the GOP has been running on since Nixon, and came into ascendency on under Reagan. The only difference is that we got the chance in the last 8 years to see what real conservatism yields versus the fantasy that you and others have your heads. This is real conservatism. It's a failed idea that should be consigned to the same dustbin of history as communism.
Pragmatic liberalism is the closest thing you are going to get to a functioning democratic ideal because it incorporates ideas that you can never accept. Even now, after abject failure of your idealogy- rather than blaming it own how you think- you pretend this isn't reflective of how you think. Whatever you need to get up in the morning buddy- whatever you need to get up in the morning.
Re Organization
These structures are not just enthusiasm for Obama. They are a desire for people to be connected in a way that that they haven't been in the process. It's actually the anathema of the GOP or even what the GOP can be. The GOP depends on ignorance. This process does not. The GOP depends on demonizing other- this process does not. The GOP depends only on the white voter to maintain it's power. This process depends on the natural demographic shift that has been occuring in this country where whites are the plurality- meaning one can't win without the white vote, but one need not be entirely dependent on it either. Thus more voices, not less are reflected. That's not going to ever happen with the GOP. Not the present version of conservatism in America, and certainly not while a large portion of the GOP base is what it is. Palin isn't an accident. Nor was Bush. Nor are any of their links to Christo-Conservatives. Nor are the l inks to the South. They are there because this is what the GOP is.
A good friend of mine used to say- when someone shows you who they are- believe it. When a party wins as the GOP has won-t his is who the GOP is.
Just read the writeup on that poll at CBS News... virtually nothing in there for McCain to get happy about.

I happen to believe the way the Obama campaign will game change future political campaigns. BO and company have really schooled the establishment - from Clinton to McCain. This has been amazing to watch.
I know there are people seething about how this community organizer managed to do what he has done. AMAZING.
There will be case studies written about BO's campaign. Even if BO doesn't win, you can best believe future campaigns will take note and do what they can to incorporate some of BO's tactics.
It is amazing how well your campaign runs when you have the right message for the the times.

Toledo is my hometown. I'm currently living and working in SLC. Obama, once again, is showing why he is the smartest politician in more than a generation to be running for the presidency. Toledo was, from a strategic viewpoint, a brilliant choice to make a major economic address. And, Obama, by far, has the most potential to return Toledo to its deep Democratic roots. He also understands the Democratic tradition in Toledo which always has been fairly conservative, bread and butter.
In 1980, Toledo was being widely contested. Then President Carter came into town, followed by Reagan, Bush, and the independent candidate John Anderson. Toledo -- the seat of Lucas County -- went GOP for the first time in 24 years then. A 13-term incumbent Democrat was turned out in the Ninth Congressional District. Two years later, the seat returned to the Dems and has been occupied ever since by Marcy Kaptur.
Toledo has been a swing city in the last 28 years but it will go firmly Obama this time. And, Obama's margins in Lucas and Cuyahoga Counties will be critical in order to secure the margin needed to take the state's EVs.
Obama's ground game will be the template for successful national candidates to follow in the future.
PS -- Athens is a wonderful liberal town, home to Ohio University. It is the solid Obama territory ensconced in the Appalachian foothills. I wouldn't be surprised if Obama fever has spilled over into once friendly GOP territory.
I read these posts with great interest, mostly because I hail from San Francisco, one of the only places where most people find Democrats a little too conservative.
I've yet to see a single volunteer or organizer anywhere near my neighborhood, so it's good to read how it's going in places where it matters more.
Also, people, both in the mainstream media and in the Democratic party complained about party unity and how having this long drawn-out primary was going to cripple us in the general. I think posts like these lay waste to those arguments- the party has unified nicely, perhaps accelerated some by the choice of Palin, and the ground game experience of the primary has significantly helped Obama, both in learning how to run it and in retaining people to keep working.
People were willing to give McCain a chance when they viewed him as a moderate republican breaking from the neocons and the extreme partisanship of the recent past, but the last week has reminded me of Bush more than any other moment in the campaign. And I think this is the real McCain-- as people are unable to hide how they truly feel when under stress, as the republican campaign has been lately.

I've lived and worked in Toledo since 1999. Nice report, and it rings entirely true to me. I've volunteered for the Gore, Kerry, and now Obama campaigns, and from what I've seen, at least around here, Obama's campaign is leagues ahead of the other two.

Sean, it's funny hearing the impetus for the road trip. Can't say that I'm surprised -- you can feel the catharsis in the writing. I've read some comments saying the traditional media should be covering these ground-game stories, but whenever I read articles on this topic from a network they feel flat. It takes a real road-trip, not one contrived on CNNs election center bus, to capture the beauty of an American election cycle.

I guess we should not be surprised that the Obama team is so powerful on the ground, after all he was a community organizer. He is a good at what he knows and he knows its value. McFighter pilot is good at attacking and tactics and bad at strategy. The great ground game is having a spillover effect on the polling numbers and lifting all boats. I'm an old organizer who can trace his experience all the way back to the 60's and 70's. I have never seen such a massive effort done to such effect. I am seeing history made.
